Description
Note two part due date. Market Research and Request for Information for Manufacture of Survival Kit, Ready Access Modular for Army Aircrew. 1. The U.S. Army Aviation and Missile Command and the Project Manager for Air Warrior are seeking interested sources and potential manufacturers or suppliers for the production of a Survival Kit, Ready Access Modular (SKRAM) for Army Aircrews. Using a commercial-of-the-shelf (COTS), or slightly modified COTS, non-developmental approach/solution is the preferred government acquisition strategy. Bid samples and quantity ranges will be utilized. The US Army plans to procure and field a Go-Bag system (aka SKRAM) that is flame retardant and modular which Army aviators can mount in the aircraft and grab when in an escape and evasion scenario. The SKRAM system provides carriage for/or includes: "Three liters of water in a hydration reservoir, "Minimum mandatory Aircrew Life Support Equipment (ALSE) "Mission specific equipment used by the Army aircrew. "Various straps 2. Component Definitions: The Survival Kit, Ready Access, Modular (SKRAM) components serve as a rapid-access survival system in the event the crew member must dismount the airframe in a tactical environment. The Hydration Carrier accommodates a standard 100 ounce on-the-move hydration reservoir. The ALSE carriage module SKRAM consists of a) two Go Bag modules (one for the minimum mandatory gear and one for mission specific gear); b) one Hydration Carrier; (optional) c) one Gear Insert, and d) two M-4 magazine pouches. These components can be assembled into a single backpack, or stowed separately on the aircraft to take best advantage of available gear stowage space. A Gear Insert is used in the Go-Bag for organization and carriage of the minimum mandatory ALSE. The mission specific gear is arranged in the second Go-Bag as the aircrew member desires. Included in the procurement are quick release cargo straps for strapping the SKRAM to anchorage points within the various aircraft platforms. These straps include a Double Loop Strap, Cargo Tie-Down Strap, Shackle Strap and Snap and Loop Strap. 3. Technical Requirements: The manufacture contract will require the SKRAM to meet the requirement of the Detail Specification Item Specification for Survival Kit, Ready Access Modular (SKRAM) Air Warrior Block 3; AVNS-DTL-10836. In addition the AVNS-DTL-10836 requires the SKRAM to meet the Interface Control Drawings. The SKRAM cannot exceed the physical limitations of the ICD due to the aircraft space restrictions. The M-4 magazine pouches, Double Loop Strap, Cargo Tie-Down Strap, Shackle Strap and Snap and Loop Strap are to be manufactured in accordance with a Technical Data Package that includes drawings for manufacture and Purchase Descriptions that delineate specific manufacturing and inspection criteria. AVNS-DTL-10836 Detail Specification/Item Specification for Survival Kit, Ready Access Modular (SKRAM) Air Warrior Block 3; Interface Control Drawings; and Technical Data Package for the M-4 Magazine Pouch and the Straps are available upon request from the Contracting Officer. 4. Estimated Quantities: The Product Manager Air Warrior anticipates procuring, over a five year period, up to 30,000 Go Bags, 20,000 Gear Inserts, 30,000 M-4 Magazine Pouches, and 1,500 Hydration Carriers. The quantities for the straps will approximate 3,000 Cargo Tie Down Straps, 7,000 Double Loop Straps, 10,000 Shackle Straps, and 4,000 Snap and Loop Straps. 5. Forecasted Acquisition: The full and open competition for SKRAM production is expected to occur in last quarter calendar year 2009. The estimated quantities, above, will be solicited in ranges for firm fixed prices. The competition will include submittal of a bid sample for the Go Bag, the Gear Insert, and the Cargo Tie-Down Strap. The bid samples will be evaluated for pass/fail criteria to the detail specification, technical data package and solicitation provisions, as applicable. There will be allowances for color, spectral reflectance and Flame Retardant requirements for the bid samples. The award will be based on the bid samples evaluation, the proposed items range prices, pre-award survey results and other evaluation criteria published in the government's future solicitation.
