Description
This project is being conducted in accordance with the American Reinvestment and Recovery Act project (ARRA) requirements. Any resulting contract would be subject to the Recovery Act reporting requirements outlined in FAR (Federal Acquisition Regulation) 52.204-11. The U.S. Coast Guard ELC intends to issue a solicitation and award a contract for the purchase of Type I Lubricating Oil Purifier System. The solicitation will be issued on a brand name or equal basis using the brand name Alfa Laval. The salient characteristics will be identified in the solicitation. The following is the list of items and salient’s that will be purchased: Purifier Requirements – The purifier shall be capable of purifying lubricating oil, Mil-PRF-9000, symbol 9250, continuously at 340 gal/hr minimum. With input dirty oil water content less than 2 percent and solids content less than 0.5 percent by volume, the purified oil shall not have more than 0.1 percent water by volume and 0.02 percent solids. Water removed from the separator shall have no more than 0.5 percent oil by volume. Each purifier shall included heater connections, a valved heater bypass, three-way control valve, and necessary gauges, thermometers and alarm and control sensors. Purifiers shall meet the requirements of ABS for such equipment. The purifier shall be furnished with a vibration sensor and associated controls and alarms to stop the purifier and sound an alarm if vibrations exceed the manufacturers recommended level. Provide all special tools needed for operations and organizational maintenance Environmental – Purifiers and the ancillary equipment shall be designed to operate with ambient temperatures from 40 degrees F to 122 degrees F. Feed Pump – Each purifier shall be provided with a feed pump. The feed pump shall be of a self-priming design. The feed pump shall be capable of operating with at least 4 meters (13 feet) of lift at the pump suction and at least 35 psig of pressure at the pump discharge. Heater – The heater shall be capable of producing a 40 degree Fahrenheit increase in the oil feed temperature at the full rated flow of 340 Gal/hr. The heater shall be thermostatically controlled to limit outlet temperature to a maximum of 200 Degrees Fahrenheit. The heater shall be controlled in coordination with the purifier so that the heater elements cannot be energized when oil is not flowing. The heater shall be capable of physical installation immediately adjacent to the purifier itself in the same dimensional envelope Dimensions - The feed pump, heater, and control panel shall be provided either on the purifier bowl foundation or loose for installation on their own separate foundations. The overall dimensions of just the purifier bowl and its foundation ( including feed pump and control panel),shall be 33” long x 39” wide x 54” tall (1195 mm long x 1062 mm wide x 1183 mm tall). Controls and Instrumentation -If the water seal is broken or the flow of oil from the purifier for any other reason diminishes or stops, the alarm/controls shall sound and visually indicate an alarm, and divert lube oil flow from the purifier itself. The equipment provided with each ship set shall include all motor stop/start functions. Equipment shall be provided in NEMA 12 or international standards body equivalent enclosures. Electrical - The electrical installations and equipment shall meet 46CFR Subchapter J, IEEE STD 45 and NEMA standards as applicable, and shall be compatible with the cutter standard 440VAC, 3 phase, 60 hertz ungrounded system. Electric Motor, Controller and Wiring – Electric motors shall meet NEMA standard MG-1 requirements. Motors shall be 440VAC, 3 phase, 60 Hz, ungrounded, and rated for Continuous Duty. Motors shall be TEFC. Purifier must utilize the existing power source and shall not require more Bulkhead mount type motor controllers – Meeting NEMA standard 250 and NEMA standard ICS requirements shall be provided. The controller shall provide low-voltage release. Electric controls – Shall meet IEEE STD 45 and 46 CFR Subchapter J requirements for shipboard installation. Controls shall be low-voltage 120VAC single phase. Wiring – Shall be in accordance with IEEE STD 45 and NEMA standard ICS. Quantity of 4 each. Delivery to be 140 calendar days date of contract award – The solicitation will be posted on FedBizOpps on or about 10/22/09. It is the contractor’s responsibility to check FedBizopps on a regular basis for the solicitation and any amendments issued.
