Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for FA4800-09-JD-2006. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 813110 with a $7,000,000.00 size standard. This RFQ contains 5 line items. The line item descriptions are as follows: CLIN 0001: Catholic Pastoral Coordinator Period of Performance: 01 Sep 2009 - 31 Aug 2010 CLIN 1001: Catholic Pastoral Coordinator Period of Performance: 01 Sep 2010 - 31 Aug 2011 CLIN 2001: Catholic Pastoral Coordinator Period of Performance: 01 Sep 2011 - 31 Aug 2012 CLIN 3001: Catholic Pastoral Coordinator Period of Performance: 01 Sep 2012 - 31 Aug 2013 CLIN 4001: Catholic Pastoral Coordinator Period of Performance: 01 Sep 2013 - 31 Aug 2014 STATEMENT OF WORK 1. SCOPE OF WORK: The Contractor will assist the Senior Catholic Chaplain (Priest) in coordinating the Catholic Chapel Program. 2. HOURS/UNITS OF WORK: Contractor services will be provided Monday through Thursday and at other times when necessary. A minimum of 25 hours per week will be required with at least 20 in-office hours. Contractor will keep regular office hours. Payment shall be made on a monthly rate of pay for 25 hours of work/week. 3. CONTRACTOR GENERAL RESPONSIBILITIES: 3.1 Liaison with Catholic lay organizations and groups as needed. 3.2 Keeps records of various Chapel programs and activities. 3.3 Maintains and updates calendar of Catholic events, services and meetings. 4. CONTRACTOR SPECIFIC RESPONSIBILITIES: 4.1 Schedules any needed appointments. 4.2 Assists in recruiting participants for lay organizations and groups as needed. 4.3 Provides filing assistance to the Catholic Chaplain and provide resources for all members. 4.4 Submits and monitors all facility requests concerning the Catholic program. 4.5 Coordinates information and prepares the weekly Catholic bulletin. Be attuned to and publicize events/presentations in the local area that would enrich the Catholic community. 4.6 Prepares all sacramental records/chaplain reports for the Military Archdiocese's office. Assures that the RE Coordinator and RCIA Coordinator have prepared and forwarded to the Archdiocese for the Military Services the sacramental records for RE and RCIA participants. 4.7 Coordinates an annual recognition program for all lay ministers and certificates of appreciation for departing lay ministers. 4.8 Have knowledge of Canon Law in regards to Sacramental Preparation. 4.9 Assists priests in social activities when necessary. 4.10 Coordinates Catholic Fund Requests for the Langley Chaplain Fund. Monitors purchases so as not to exceed annual Catholic budget. 4.11 Administers the FOCCUS survey (Marriage Communication Evaluation) to engaged couples and scores it for Marriage Preparation provided by the priest. 4.12 Schedules priests for all weekday and Sunday masses on a monthly basis. 4.13 Dresses appropriately for a professional atmosphere. 4.14 Recruits clergy to assist in Mass coverage and with Penance services. 4.15 Have a basic understanding of military protocol and possess the ability to communicate effectively with a diverse population. 4.16 Prepares all funds requests for the clergy. 4.17 Develops knowledge of the annulment process, dispensations. 4.18 Coordinates base passes for all contractors, visiting clergy, and guest speakers. 4.19 Participates in educational programs suited to the position offered by the Archdiocese of Military Service or the Diocese of Richmond. 4.20 Assists in developing a budget for the upcoming fiscal year. 4.21 Attends monthly Catholic Advisory Board meetings and report the status of Catholic activities. 4.22 Attends weekly chapel staff meetings. 5.0 EDUCATION, EXPERIENCE, AND OTHER SIGNIFICANT QUALIFICATIONS: 5.1 Have a minimum of two (2) years experience as a Catholic Parish/Pastoral Coordinator with a church, preferably a military chapel. 5.2 Ability to type and use basic computer programs such as Microsoft Word and Excel. 5.3 File management 5.4 Ease with communication, both oral and written and ability to speak with authority. 5.5 Recruitment ability (volunteers/auxiliary priests) 6.0 SECURITY REQUIREMENTS: 6.1 Physical Security: Contractor shall be responsible for safeguarding all Government property provided for use. At the end of each workday, ensure Government facility, equipment and materials are secure. 6.2 Pass and Identification: Contractor shall obtain and display all Government and contractor identification as required. Contractor shall return all Government issued identification and vehicle passes at contract expiration or termination thereof. 6.3 Contractor will be issued a Common Access Card to access government furnished computer. 6.4 Traffic Laws, Weapons, Firearms and Ammunition: Contractor shall comply with all base traffic regulations. Contractor is prohibited from possessing weapons, firearms, or ammunition on themselves or within their privately owned vehicle while on Langley AFB. 6.5 Key Control: Contractor shall safeguard and ensure Government furnished keys are not lost, misplaced, or used by unauthorized individuals. Contractor shall not duplicate any Government-furnished key and shall report immediately to the Chapel NCOIC of lost key(s) not later than the next workday. 7.0 GOVERNMENT FURNISHED EQUIPMENT AND SERVICES: 7.1 The Government shall furnish all equipment (desk, office furniture, computer, printer, telephone, etc) necessary for the performance of duties. The Contractor shall be responsible for safeguarding all equipment. 8.0 PRIVACY ACT: 8.1 Work on this contract may require that Contractor have access to Privileged Information. Contractor Personnel shall adhere to the Privacy Act, Title 5 of the U.S. Code, Section 552a. and applicable agency rules and guidance. 9.0 TRAINING: 9.1 Specialized training to enhance job skills for this position is authorized if approved by the Wing Chaplain or his designee.
