Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for FA4800-09-JD-2003. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 05-12. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 813110 with a $7,000,000.00 size standard. This RFQ contains 5 line items. The line item descriptions are as follows: CLIN 0001: Gospel Pianist/Accompanist Period of Performance: 01 Sep 2009 - 31 Aug 2010 CLIN 1001: Option Year 1, Gospel Pianist/Accompanist Period of Performance: 01 Sep 2010 - 31 Aug 2011 CLIN 2001: Option Year 2, Gospel Pianist/Accompanist Period of Performance: 01 Sep 2011 - 31 Aug 2012 CLIN 3001: Option Year 3, Gospel Pianist/Accompanist Period of Performance: 01 Sep 2012 - 31 Aug 2013 CLIN 4001: Option Year 4, Gospel Pianist/Accompanist Period of Performance: 01 Sep 2013 - 31 Aug 2014 STATEMENT OF WORK 1. Contractor Position Title: 1145 Gospel Worship Service Pianist/Accompanist 2. Scope of Responsibility: 2.1 The Contractor will work closely with other choir directors and musicians and the pastoral team of the Langley AFB Chapel 1145 Gospel Service. 2.2 The Contractor consults and coordinates with the Gospel Service chaplain, who in turn monitors the Contractor's work. 3. Education, Experience and Other Requirements: 3.1 The ability to read music and possess demonstrated accompaniment ability with piano, organ and/or keyboard. 3.2 Must have Gospel Service choir experience and be familiar with the flow of Gospel Service worship. 3.3 A letter of recommendation from an ordained clergy person is required as part of the application package. We also require two additional letters of recommendation attesting to the applicant's Christian character. 3.4 Contractor shall have at least five years experience playing the piano and organ. He or she must possess sound accompaniment skills, competent sight-reading ability, and be able to play music from various traditions such as traditional, contemporary, praise and worship. These competencies shall be affirmed in the applicant's resume. 3.5. Contractor shall have at least two years experience in directing and playing for church choirs in traditional hymns, gospel, and current contemporary Christian music. Individual must be versatile and capable of performing in front of groups of any size. These competencies shall be affirmed in the applicant's resume. 3.6. Contractor shall be able to play for worship services and special religious ceremonies and funerals as scheduled by the Senior Faith Group Chaplains of all denominations. These competencies shall be affirmed in the applicant's resume. 4. General Responsibilities: 4.1 Contractor shall perform for all regularly scheduled worship services, choir rehearsals and additional services as requested by the Chaplain of the Gospel Worship Service, including, but not limited to, special chapel functions and other special services. 4.2 Work closely with other choir directors and musicians and pastoral team to continually upgrade the music library and repertoires used in the service. 4.3 Follow 1 FW/HC operating instructions for use and care of buildings and equipment; any building keys must be safeguarded. 4.3.1 The Contractor is to coordinate all support requirements with the CTOF Contract Officer or a designated representative. 5. Specific Responsibilities: 5.1 Contractor shall demonstrate integrity through a moral, upright lifestyle consistent with Christian church teachings. 5.2 Must attend regularly on Sunday's; and if absent, will find a replacement. All foreseen absences are to be coordinated in advance with the choir director and chaplain for such service. 5.2.1 All subcontractors must meet the same qualifications as the contractor and be approved as suitable by the CTOF Contract Officer. 5.3 Contractor shall be responsible for all coordination, organization, preparation, and performance of choir music required to support the Gospel Worship Service. 5.4 Contractor shall be required to be present at least 15 minutes prior to the start of each service or event. 5.5 Contractor shall assist the Chaplain of the Gospel Worship Service in coordinating music by special groups and choirs who are invited as guests at Chapel-sponsored events and services. 5.6 Special services are those services and/or events directed by the Wing Chaplain and Senior Protestant Chaplain. (Note: Any performance requests of the choir and pianist to perform in the local community SHALL be approved by the Chaplain of the Gospel Worship Service before this may be counted as a "PAID" service.) 5.7 As appropriate, the Contractor will, in consultation with the CTOF Contract Officer or designated representative, develop and annual calendar of events, CTOF budget and appropriated fund budget. 6. Hours/Units of Operation: 6.1 Perform duties for the Gospel Worship Service as follows: Regular Services 52 EA Regular Rehearsals 52 EA Annual Office Hrs 12 EA Fifth Sunday Services 05 EA Fifth Sunday Rehearsals 05 EA Special Services 10 EA Special Rehearsals 10 EA TOTAL 146 EA 6.2 Required office hours shall be coordinated with the Chaplain/Pastor of the Gospel Worship Service. Office work includes coordination and consultation on matters involving the Protestant music program. Office work shall be accomplished in the Chapel Annex during normal business hours, unless approved otherwise by the Chaplain/Pastor of the Gospel Worship Service and coordinated in writing through the contract monitor. 7. Support Responsibilities: 7.1 The Chapel will provide the Contractor with a piano/organ and any other equipment or supplies needed to fulfill contracted work, herein, to include rehearsals and Worship Services. 7.2 Contractor's performance will be overseen by the Gospel Worship Service Chaplain, who will assess his/her work and make necessary adjustments. The contractor will be given the opportunity to discuss all criticisms or write his/her rebuttal. 8. Security Responsibilities: 8.1 Physical Security: Contractor shall be responsible for safeguarding all Government property provided for use. At the end of each duty day, ensure Government facility, equipment and materials are secure. 8.2 Pass and Identification: Contractor shall obtain and display all Government and contractor identification as required. Contractor shall return all Government issued identification and vehicle passes at contract expiration or termination thereof. The 1st Contracting Squadron will provide base access to all parties identified on an access authorization listing, provided by the vendor, prior to the start of any work. 9. TRAINING: 9.1 Specialized training to enhance job skills for this position is authorized if approved by the Wing Chaplain or his designee. PROVISIONS/CLAUSES. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW FAR 52.212-2. Evaluation will be a "Best Value" determination with Technical, Past Performance, and Price all being factors. Technical and Past Performance will be pass/fail based on compliance with the Statement of Work.. Past Performance is deemed relevant and recent if it involves Gospel piano playing within the past three years. Offerors determined technically acceptable will be asked to perform an audition in front of a panel at the chapel on Monday, 17 August 2009. Specific times will be arranged after receipt of quotation. Required musical pieces and rating criteria for this audition will be given to those judged technically acceptable.
