ROAD MAINTENANCE T-SPECS COMPACTION TOOL REDUCTION CROWN CONDITION VOLUME SUMMARY WORK AREA MAP VICINITY MAP COMMERCIAL SOLICITATION FEDBIZOPPS SYSNOPSIS BILLYMASS STEWARDSHIP Description of Work- This solicitation and any resultant contract is a stewardship project in accordance with Section 323 of Public Law 108-7 (16 U.S.C. 2104 Note, as revised February 28, 2003 to reflect sec. 323 of J.J. Res. 2 as enrolled), the Consolidated Appropriations Resolution, 2003, amending Public Law 105-277, sec. 347. This is a commercial item acquisition that has been tailored to fit the Government’s method of trading goods for services. This project responds to the continuing need to treat overpopulated plantations that were created after the 1960 Donner fire as well as the need to treat the mountain pine beetle affected Alder Creek drainage. The work entails thinning and removing mostly 4 inch diameter breast height (dbh) to 14 inch dbh competing trees by mechanical loggings methods. Further, mastication and hand work may be done on some of the area to reduce brush and small tree competition while decreasing ladder fuel heights. The work responds to a long term need to improve the overall forest health and stand replacing fire resiliency of the areas by the removal and thinning of adjacent live trees while rearranging or hand piling small diameter trees and brush. This stewardship contract helps to complete the necessary work required by the Billy Fuels Reduction NEPA CE and the Alder Creek FPM EA. Project Location – there are two project location areas. The first is in the Alder Creek Drainage(T18N, R16E Sections 32 and 33), The second is within the Billy CE project area(T18N, R16E Section 4, 8, 10, 19, 20, 29, 30). Mount Diablo Base and Meridian (MDB&M); All treatment areas are between elevations of approximately 6,000 and 7,000 feet. Work unit boundaries are delineated on the ground with Orange plastic tags facing the boundary as well as on trees facing into the unit and/or blue flagging. The solicitation is expected to be issued August 5, 2009. Estimated Bid Open Date August 26, 2009. Period of Performance is from date of contract award until 5 years from date of award.
