- Under the authority of FAR 6.302-1, it is the Government's intent to award a sole source to ECRI Institute, 5200 Butler Pike, Plymouth Meeting,PA 19462-1298, for providing a service, SelectPlus on-line. This is not a formal solicitation. This synopsis is not considered a Request for Quotation or Proposal. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. If no affirmative written response is received, the service will be awarded without further notice. A determination by the Government not to compete this proposed contract based on this notice is solely within the discretion of the Governemnt. Detailed capabilities must be submitted to the following e-mail address no later than 4:00 P.M. Eastern Standard Time, 20 August 2009. E-mail: robyn.warden@amedd.army.mil. Sole Source Justification: Emergency Care Research Institute (ECRI) is the only Evidence-based research firm that meets DMSB's requirements. Under the proposed contract, ECRI will provide a service, SelectPlus On-Line. SelectPlus On-Line provides many services including hte critical product comparison tool. The product comparison tool enables the DMSB to conduct markaet research in such a way that is not provided by any other vendor. The information provided in the tool is so comprehensive that it saves the DMSB several weeks if not months in market research and currently there is not another company that provides the information. ECRI is the only company capable of providing independent, professional staff, technical research and technological testing capabilities, and timely market research capable of providing these services to the DMSB at this time.
