Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6, as supplement with additional information included in this notice. This announcement constitutes the only solicitation;quotations are being requested and a written solicitation will not be issued. Solicitation MG090298 is being issued as a Request for Proposal. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33, dated July 15, 2009. The North American Industry Classification System (NAICS) code is 541618. The Department of Treasury, Financial Management Service, 401 14th Street, SW, Washington, DC 20227, intends to award fixed price/ fixed rate purchase order with two one year options using simplified acquisition procedures. The goal of the FMS Senior Executive Performance Coaching Program is to provide quality executive and leadership coaching to FMS senior managers. The experience will help those targeted for participation to secure knowledge, skills and abilities that will allow them to render maximum performance as leaders within the organization. The programs objectives are as follows: 1. Assess the leadership and executive competencies of the programs participants; 2. Program participants are assigned a credentialed and reputable executive coach for 1:1 guidance and consultation; 3. Offer confidential coaching services for the following target executive groups: FMS employees new to the Senior Executive Service, experienced Senior Executives that volunteer, current candidates of the SES Candidate Development Program and; recent graduates of an SES Candidate Development Program (grade level GS-15); 4. Foster measurable improvement of the leadership and executive performance of the program participants. Scope The primary focus will be to provide individual executive and leadership coaching services for targeted senior executives within the Financial Management Service. The contractor will assess and identify the coaching needs and preferences of each program participant. Program participants will be matched/paired with a certified (International Coach Federation/ICF) and/or experienced executive coach of best fit per the results of the needs assessment. The contractor shall administer and interpret a 360-degree (i.e. supervisors, colleagues, and subordinates) leadership assessment tool for each participant to help identify leadership strengths and areas of improvement. Specialized Knowledge and Skills Each coach will have at minimum an advanced degree, i.e. Master's or Doctoral, a minimal five years of executive coaching experience, and executive coaching certification (i.e. ICF). This will include the ability to administer and interpret leadership assessment tools. Demonstrated interpersonal, analytical, observation, and communication skills are required. Knowledge of coaching, counseling and adult learning theory is required. Coaches will possess learning facilitation skills, active listening skills, and demonstrated ability to manage a productive and healthy coaching relationship. The above mentioned Knowledge and skills along with quantity of eligible coaches, and price will be basis for award. Description of Deliverable Products All deliverables shall be marked as drafts until accepted by the Contracting Officer's Technical Representative (COTR). A draft is defined as the first time a deliverable shall be presented to FMS with a purpose to provide an opportunity for FMS to observe the progress and direction of the deliverable enabling redirection when necessary. Draft deliverables will be repeated until the corrections comply with the Statement of Work. • ICF credentialed coach's to accommodate the coaching needs of 15-20 individuals • A 360-degree leadership development or behavior style assessment that will offer pre- and post- coaching intervention data • An Individual Development Plan (samples and blank template) to be used by each program participant that will capture measurable coaching relationship learning goals and objectives • Coaching agreement form to capture relationship specifics • Coaching form to capture and track things discussed during each coaching session • Each participant will receive 6-10 coaching sessions during a 3-6 month period. • A minimal post-program satisfactory rating from each participant Monthly reports are required for submission to FMS Deputy Commissioner, Contracting Officer and COTR. Schedule for Performance & Delivery/Milestone Schedules A kickoff meeting shall take place on a date mutually agreed to by the COTR and the Contractor, but in no event later than 15 work days following the award date of the contract. Deliverable Completion Service delivery will last for a maximum of 12 months, i.e. Sepember 30, 2009 - September 29, 2010 subject to extension per the Contracting Officer. Aforementioned documentation, i.e. coaching forms, sample 360-degree assessment to be delivered at kickoff meeting. Review Period for Deliverable Products The Government shall have fifteen (15) working days to complete the review of the deliverable. If deficiencies are found, the Contractor will be notified and shall have ten (10) working days to correct the deficiencies. Acceptance Criteria for Deliverable Products The deliverables shall be prepared according to the schedule above. Deliverables will be reviewed for quality, completeness, correctness, adherence to Federal/Treasury/FMS standards, documents/reports, manuals and criteria applicable to the deliverable. Deliverables shall be grammatically correct according to industry standard rules. Deliverables also shall incorporate the rules of correct spelling. All deliverable products will be accepted or rejected in writing by the Contracting Officer Technical Representative. Environment Location(s) for Performance Space will be provided at FMS' Headquarters, Liberty Center Building, at 401 14th St. SW, Washington, DC; Prince Georges II, at 3700 East West Highway, Hyattsville, MD and as needed at established regional centers in Birmingham, AL; San Francisco, CA; Philadelphia, PA; Kansas City, MO and; Austin, TX. Government Furnished Property/Material The Government will provide contractor work areas to perform this contract as necessary. The use of personal computer systems and peripherals, copier machines, and telephone (for local business calls only) will be provided. Materials provided to the Contractor during the duration of this contract will remain the property of the Government. Invoices for final payment will not be accepted until all materials have been returned. The following documentation will be available at the kick-off meeting: • OMB Circular A-129, "Managing Government Credit" • Copy of FMS Fiscal Scene • FMS Strategic Plan Availability of FMS personnel will be between the core hours of 9:00 am and 3:30 pm, daily. All relevant documents will be available at the kickoff meeting. Contractor Furnished Material The Contractor shall provide all administrative, clerical, and secretarial support. The Contractor shall provide all necessary equipment, supplies, and materials necessary to perform the requirements of this Statement of Work. Materials developed for this contract become the property of the Government and shall not be used by the Contractor. Meetings All ad hoc and scheduled meetings (i.e. coaching sessions) will take place at the Liberty Center Building, Prince Georges II Building or work site of the coaching recipient. Travel and Per Diem Some work under this contract may require travel outside of the Washington Metro area; therefore, travel expenses will be allowed per approval of the Contracting Officer.
