- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W81K00-09-T-0354 is issued as a request for quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. This acquisition is set aside for small business under NAICS code 339112, Size Standard 500. FAR provisions and clauses in this solicitation may be viewed at http://www.arnet.gov/far/. Vendors offering other than the brand name product shall meet or exceed the following Salient Characteristics: The power source must offer large and small batteries, must have a digital reading of battery usage and charge, and must have at least 4 charging bays. The weight (hand piece and battery) must have a weight of less than 25 oz.. Drill RPMs must have RPMs greater than 1550. It must also have variable speeds. The drill torque must be 25 inches/lbs. It must be cannulated to 4.0mm. The reamer RPM must be 560 RPMs. The reamer torque must be 64.1 in/lbs. The sagittal saw must have a sagittal saw with CPMs of 30,000. The saw noise level must be 67db or less. The attachments must be interchangeable in one hand piece. Delivery date is 09/30/2009. Place of delivery and acceptance is Bayne Jones Army Community Hospital, Ft Polk, La 71459. FOB destination is preferred. FAR provision 52.212-1, Instructions to Offerors Commercial, applies to this acquisition to include the following addenda: All offerors are cautioned that if selected for award, they must be registered with the Central Contractor Registration (CCR) program. The CCR can be accessed via the internet at www.ccr.gov/. Confirmation of CCR registration will be validated prior to award.. Offers will be evaluated according to 52.212-2. Evaluation factors at 52.212-2 (a) are Lowest price, Technically acceptable (compliance with the requirements of FAR Clause 52.211-6 if vendor offers an Equal Product). Vendors shall include a completed copy of FAR provision 52.212-3 as outlined therein.
