- RECOVERY--THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. THIS OPPORTUNITY IS AVAILABLE ONLY TO CONTRACTORS UNDER W91QV109C0043. RECOVERY - The Mission & Installation Contracting Command (MICC), on behalf of the US Army Garrison (USAG), Fort Belvoir, VA, has a requirement for design-build services to install energy efficient, low emission, hot water heating systems and selected HVAC system improvements for eight (8) buildings located on 12th street. Subject requirement is in support of the Directorate of Public Works. MICC intends to limit sources considered to Washington Gas, Frederick Division, 1800 North Market Street, Frederick, MD, pursuant to Section 152 of the Energy Policy Act (EPAct) of 1992, 10 USC 2911, 10 USC 2913, and DoD Defense Energy Program Policy Memorandum 94-1 of December 20, 1993. Washington Gas is the only source deemed capable of fulfilling the requirement due to its current status as an energy provider to Fort Belvoir and the only interested current energy provider to Fort Belvoir. This notice of intent is not a request for competitive quotes. This contract is to be awarded under GSA Area-wide Public Utility Contract GS-00P-06-BSD-0393. Vendors may submit a capability statement, proposal, or quotation, which shall be considered by the Agency. Any firm that believes it can provide the stated capability within the established timeframe is invited to submit written notification to the contract specialist below within 15 calendar days from the date of publication of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the firms ability to provide the stated capability within the established timeframe. Information can be sent to the Contract Specialist, MICC ATTN: Pauline Eaves, 9410 Jackson Loop, Suite 110, Fort Belvoir, VA 22060-5116. No telephone requests will be accepted. Responses received will be evaluated. However, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, MICC will proceed with the limited sources order. This project is funded from the American Recovery and Reinvestment Act of 2009 (ARRA).
