Description
This is a combined synopsis/solicitation for quotations for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; quotations are requested and a written solicitation will not be issued. The government anticipates award of one base year with two option years if exercised by the government. Evaluation of options shall not obligate the Government to exercise the option(s). This solicitation will incorporate provisions and clauses that are in effect through the latest Federal Acquisition Circular 2005-35 effective July 14, 2009. The North American Industry Classification System code is 541930 Translation and Interpretation Services with a small business Size Standard restriction of 7.0 million dollars. The Corporation for National and Community Service (CNCS) seeks a sign language interpretation services to assist employees with hearing impairment to include but not limited to: Simultaneous, Consecutive, Escort, Community, Telephonic, International Linguistic Support, Title III Monitoring and Intercepts, Voiceovers and Sign Language. Interpreter forums may include meetings, conferences, seminars, briefings, training, and operational support. Award will be a firm fixed price blanket purchase agreement based on lowest priced technically acceptable quote. The Place of Performance is AmericCorps*NCCC North Central Region campus, 1004 G Street, Vinton, IA 52349 All firms or individuals responding must provide a complete quotation package and include the following: a Commercial and Government Entity (CAGE) Code, and must be registered in the Central Contractor Registry (CCR) database www.ccr.gov.; DUNS Number, Tax Identification Number (TIN), discount terms, be dated and state quotation validity date. Additionally contractors must provide resumes of contractor personnel that are being proposed to perform the duties listed in the statement of work. All responsive emerging small business offerors will be considered by the agency. Statement of Work Agreement for American Sign Language Interpretation AmeriCorps NCCC North Central Region 1. Background: In order to ensure the safety, security, and success of the Corps Members who serve with AmeriCorps NCCC, the campus holds a month long training known as Corps Training Institute (CTI) as well as at least one additional training (Life After AmeriCorps) during the service year and annual induction and graduation ceremonies. An incoming member of who will serve with the North Central Region Campus is deaf and will require an interpreter of American Sign Language in order to successfully complete the program. All services will be on or near the campus. 2. Scope: The contractor shall provide interpreter services for the CNCS hearing impaired community. Activities may include, but not limited to intercepts, voiceovers, and sign language and other settings where a member or employee may require the services of an interpreter for the hearing impaired. Interpreters must be able to interpret/transliterate fluently and understand the continuum of sign communication. Interpreters must provide as a minimum interpreting services in American Sign Language (ASL). 3. Task and Requirements : A. Vendor Requirements Communicate with staff on schedule during Corps Training Institute (CTI) Must be flexible with time and location changes Must be hold current generalist (or higher) licensure by either the National Association of the Deaf or the Registry of Interpreters for the Deaf Interpretation licensing must be current. B. Government Responsibilities Notify interpreter of any date and location changes as soon as they are made. Notify interpreter of Life after AmeriCorps date and location as soon as it is determined as well as locations of graduation and induction as soon as they are determined. 4. Place of Performance The primary place of performance will be at or near 1004 G Avenue, Vinton, IA 52349. No travel expenses will be authorized. SERVICES TO BE PROVIDED This is a Firm Fixed Price (FFP) type Blanket Purchase Agreement for the below services. The award shall be made based upon the Lowest Price Technically Acceptable (LPTA). It is the offerors sole responsibility to ensure that quotations are received (in total) by the Contracting Officer by the deadline. All questions will be addressed as an amendment to this solicitation. Quotations must acknowledge all amendments if any to this solicitation.
