Description
The National Cancer Institute (NCI), Diversion of Cancer Control and Population Services (DCCPS), Applied Research Program (ARP) plans to procure on a sole source basis technical support to promote high quality scientific work using the SEER-Medicare data with University of Minnesota; 420 Delaware St SE; Minneapolis, MN 55455-0381. This acquisition will be processed in accordance with simplified acquisition procedures as stated in FAR Part 13.106-1 (b)(1). The North American Industry Classification System code is 541990 and the business size standard is $7.0 M dollars. The SEER-Medicare linked data base is a major national resource for conducting cancer-related health services research and health economics studies. The data resource is unique, coordinated by NCI with data contributed by the Center for Medicare and Medicaid Services and NCI’s SEER program of cancer registries. Given the broad span of the files, the data are not available for public use. Period of Performance shall be twelve months from date of award with one (1) one-year option period. The contractor shall: 1 ) Provide technical support to investigators using the SEER-Medicare data. This includes responding to questions about the data from the investigators; reviewing requests for the data and reviewing manuscripts prior to submission for publication; 2) Provide annual SEER-Medicare training; 3) Update a file created by NCI that has information about the hospitals and physicians included in the data; 4) Update the SEER-Medicare WEB page to have current technical information about codes and Medicare coverage. The SEER Medical data are complex and are difficult to use for persons who have not had experience with the data. New users frequently need technical support to design and implement their analyses correctly. NCI maintains an extensive WEB page with information about the SEER Medicare datea ( http://healthservices.cancer.gov/seermedicare/ ). The WEB site includes detailed information about use of these data. The WEB site must be updated regularly. The contractor must have the following experience: 1.Must have a minimum of 5 years experience in the use of Medicare data for cancer-related health services research; 2. Must have publications based on claims data analysis; 3. Must have l year experience in working with the Research Data Assistance Center supported by the Centers for Medicare & Medicaid Services. The University of Minnesota has operated the Research Data Assistance Center (ResDAC) for more than a decade. In earlier years, ResDAC was funded by the Center for Medicare and Medicaid (CMS) services to process requests for Medicare data and to provide technical support for investigators who want to use the Medicare and Medicaid data for research. It is the only known source to the NCI that offers such technical assistance. The University of Minnesota, Office of Training for ResDAC has provided numerous courses on using the Medicare data and the SEER-Medicare data for research purposes. They field numerous questions from researchers on the appropriate use of Medicare claims. This is crucial in establishing consistent, uniform use of the data. University of Minnesota is a nationally recognized expert in the use of Medicare and SEER-Medicare data for cancer-related health services research. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11: 00 a.m. EST on August 20, 2009. All questions must be in writing and can be faxed to 301-402-4513 or sent via email to Karri Mares maresk@mail.nih.gov. It is the vendor’s responsibility to ensure questions have been received by the contract specialist. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
