- Description
- The U.S. Environmental Protection Agency will be soliciting proposals, under full and open competition, to provide scientific technical support for the Office of Pollution Prevention and Toxics - Economics, Exposure, & Technology Division (OPPT/EETD). The activities of the Office require a number of different types of analyses to be performed; including assessments of hazard, exposure, risk, pollution prevention opportunities, and the economic impact of proposed regulatory actions. The Chemical Engineering Branch (CEB) is one of several groups within the Office that provides technical support to these programs. CEB?s areas of expertise include the characterization of methods for manufacturing and using industrial chemicals; and assessments of the potential for occupational exposure and environmental releases resulting from these industrial operations. This anticipated contract will primarily support activities of the Chemical Engineering Branch (CEB). These services are currently provided by the incumbent, Eastern Research Group, Inc. (ERG), under EPA contract #EP-W-05-014. Notwithstanding the Government?s option to exercise term extensions, the current contract is scheduled to expire on 31 January 2010. One contract is anticipated to result from the Request for Proposals (RFP). The contract will be a Cost-Plus-Fixed-Fee (CPFF) type with one (1) 12-month base period of performance and four (4) 12-month option periods of performance for an estimated total of 110,000 direct professional labor hours (or 22,000 labor hours per each 12-month period). The North American Industry Classification System (NAICS) code for this procurement is 541690. The small business size standard for this NAICS category is $7.0 million in annual receipts (or income) as defined under 13 CFR 121.104. It is anticipated the solicitation (RFP) will be posted on the Internet on or about August 20, 2009. Proposals will be due approximately 30 days following issuance of the solicitation. All responsible sources may submit a proposal which will be considered by the Agency. The solicitation, Statement of Work (SOW), amendments (if any), and related information will be available at: http://www.epa.gov/oamhpod1/oppts_grp/0813439/index.htm. A draft copy of the SOW is currently posted on the aforementioned EPA website for review. Prospective offerors are advised to monitor the website for the status of this solicitation and shall download the solicitation from the Internet as hardcopies of the solicitation will not be provided. Telephone requests or inquires will not be taken. Should difficulties be encountered downloading the solicitation, the Contracting Officer may be contacted and alternate arrangements will be made to provide an electronic copy of the solicitation.
