Description
RECOVERY--The U.S. Army Corps of Engineers is soliciting contractors to repair service gate guides and rollers at Birch Hill Dam in Royalston, Massachusetts. The work of this project includes repairing gate guides and guide rollers for four service gates located in the control tower at Birch Hill Dam in Royalston, Massachusetts. There are four service gates and one emergency gate at the Dam. Work in Emergency Gate Well 1 includes reattaching a two foot section of seal plate to the steel gate guard with stainless steel screws. Specific work tasks for the four service gates include removing and disposing of eight bronze roller guide strips, blast cleaning portions of the steel grout plates to bare metal, installing new drop-in anchor bolts, applying metal epoxy filler to bare steel at the locations of the removed bronze roller guide strips, installing eight new bronze roller guide strips, painting exposed and blasted portions of the steel grout plate, replacing 24 damaged roller guide assemblies with new shop-fabricated and shop-painted assemblies, and field touch-up painting of the roller support brackets. Replacement of the rollers on the service gates will require the Contractor to remove each service gate from the gate house, and then re-install and test operate each gate after repair is complete. Only one gate shall be out-of-service and under repair at any given time; i.e., three gates shall always be operational. This project requires significant work to be performed in permit-required confined spaces, and the Contractor is responsible for complying with all rules and regulations regarding permit-required confined space work. The gate wells and conduits are defined as permit-required confined spaces. This solicitation is issued as a 100% small business set-aside under NAICS 238290 (Size Standard $13M). This solicitation will be available on or about 21 August 2009 and will be available for downloading by accessing the Federal Business Opportunities website (http://www.fbo.gov). Neither telephonic, mailed nor faxed requests will be accepted. Registrants are responsible for the accuracy of the information on the registration list. All responsible sources may submit a bid which will be considered by the New England District.
