- Recovery Action - This modification is issued to obligate American Recovery and Reinvestment Act (Recovery Act) of 2009 funds for the purpose of supporting increased U.S. leadership in the competitive arena of High Energy Density Laboratory Plasmas (HEDLP) research and an upgrade to the existing Neutralized drift Compression Experiment (NCDX-1) at Lawrence Berkeley National Laboratory. These funds are additional funds to support the work originally funded in modification A159 and are the funds held for the risk assessment. The funding will provide the existing (NDCX-1) an increase to energy on target factor of 100, which will allow both the Heavy Ion Fusion and Warm dense Matter research communities to explore scientific conditions that have not been available in any other device. The funds have been added to a contract that was awarded competitively but that is cost reimbursement due to the nature of the research mission of the Laboratory costs cannot be estimated with any reasonable certainty that is required for a firm, fixed-price contract and therefore the contract is cost reimbursement.
