Statement of Objective Word file Request for Information: Storefront” e- procurement portal solution Solicitation Number: TBD Agency: Department of Homeland Security Office: Customs and Border Protection Location: TBD Solicitation Number: TBD Notice Type: Sources Sought Synopsis: This is a REQUEST FOR INFORMATION ONLY and not a solicitation. 1.CBP evaluates Information Technology (IT) equipment for compatibility with its existing enterprise architecture and maintains a list of this equipment within an approved buy list catalog. CBP seeks to utilize a hosted web-based “Storefront” e- procurement portal solution for the purpose of streamlining the purchase of these pre-approved catalog of products. This solution shall incorporate security controls to allow authorized personnel to initiate purchase requisitions, allocate funds, and track order history and delivery status. The “Storefront” e- procurement portal solution shall interface with CBPs existing SAP Financial System and Remedy Asset Management system. CBP seeks to utilize a solution that is commercially hosted. The proposed solution may be either commercially off the shelf software (COTS) package(s), a custom built solution or a combination of both. The required services of this solution shall be generally limited to use by CBP and other potential Department of Homeland Security employees. CBP envisions the Storefront” e- procurement portal solution to meet the following requirements: a.The vendor shall develop and implement the solution according to applicable CBP IT system policy b.The vendor shall utilize industry recognized, project management methodologies in the performance of this task c.The system shall utilize a customer provided product catalog d.The system shall be tailored to allow the inclusion of customer provided content e.The system shall be a private and secure customer-specific web portal with specialized functionality. Specialized functionality may include: •Security •Workflow •Configuration/Interfaces •Document and Report Repository f.The system shall provide on demand order history and order status reporting functions g.The system shall interface with CBP financial management and asset management systems for the exchange of acquisition and asset related transactional data between systems. Existing CBP SAP acquisition functionality shall be leveraged for the procurement workflow. h.The solution shall provide shopping cart functionality i.The solution shall provide the ability to estimate shipping costs based on quantity of items, weight and delivery address and add the estimated cost to the order total j.The system shall support Microsoft Internet Explorer 8 web browser, at a minimum k.Data transmitted from the Storefront solution shall be in SOA compliant format l.Data transfers between the Storefront solution and CBP systems shall be encrypted m.The solution shall achieve 99.9% availability n.The solution shall support 250 concurrent users o.The solution shall authenticate and prevent access to unauthorized users RFI Information: US Customs and Border Protection (CBP) is interested in incorporating a commercially hosted Storefront” e- procurement portal solution and industry practices that support this type of procurement. To accomplish this, CBP intends to make industry a partner in all facets of the acquisition process, specifically by providing existing market capabilities, strengths and weaknesses for the acquisition of this commodity. Responses to this RFI will allow CBP to incorporate industry input into the program. Note: RFI responses will NOT be shared with other industry suppliers and will solely be used as part of the contract planning process.
