Description
The U.S. Environmental Protection Agency (EPA) intends to negotiate a sole source procurement with Global Business Network, 101 Market St. Suite 1000, San Francisco, CA 94105 to collect information on potential trends for the development of future scenarios.EPA?s Office of Air and Radiation (OAR) conducts impact analyses of major air quality policies and regulations. A Regulatory Impact Analysis (RIA) consists of estimating how air pollution levels will change with the implementation of a policy or regulation and the stream of present and future cost and benefits that such a policy or regulation will bring in terms or economic activity, human health and ecosystem impacts. The starting point for all RIAs, and thus one of the the most important analytical elements, is the projection of pollutant emissions from current inventories to the future year(s) of analysis. The vendor shall perform the following functions: Task 1:Collection of Information on Potential Trends for the Development of Future Scenarios. The vendor shall prepare background information for a workshop on future scenarios as follows: a) Literature Review, b) Expert Opinion, c) Review of Other Materials, d) Preparation of Background Materials for Workshop. Task 2. Futures Workshop Development and Facilitation. The vendor shall assist in planning, designing a futures workshop for an estimated 20 to 30 participants. The workshop will take place at EPA facilities within 3 months of the approval of the work. The vendor shall complete the following tasks: a) Completion of Background Materials, b) Revision of Previous List of Variables, c) Sketch of Future Stories. Task 3. Post Workshop Requirements. The vendor shall assist the project office in drafting a report of the workshop outcome. In that report, the vendor shall issue recommendations on the number and nature of final scenarios based on the outcome of workshop discussions. The recommendations will be issued no later than 3 months after the conclusion of the workshop. The anticipated period of performance for this requirement is date of award through January 31, 2010. EPA believes Global Business Network is the only vendor capable of satisfying the Agency's requirements. The circumstances permitting Other than Full and Open Competition Justification is FAR 6.302, "Only one responsible source and no other supplies or services will satisfy Agency requirements." The intent of this synopsis is to determine if any source(s) exists and, therefore, no RFP is available. Consequently, any response(s) failing to provide a capability statement but instead choosing to merely submit a routine letter requesting a copy of the RFP will not be honored. All interested parties must respond within 15 days of the date of this announcement to Natalia Fisher-Jackson, at the above address. Interested vendors shall: 1) include information on the proposed services which clearly supports the requirements outlined above; 2) fully explain your capabilities and qualifications and; 3) provide itemized pricing that is sufficient to make a determination that competition is feasible. Response to this synopsis must be made in writing. No telephonic or faxed request will be honored. The North American Industry Classification System (NAICS) Code 541611, which has a small business size standard of $6.5 million.
