Description
This is a modification to the synopsis entitled Safety, Environmental, and MissionAssurance Services(SEMAS) which was posted on March 24, 2009. The purpose of this notice is to discuss: (1) the results of recent Requests forInformation (RFIs) related to this procurement and (2) content and structure changes ofthe Statement of Requirements (SOR). In February 2008, an initial RFI was released for the Safety, Environmental, and MissionAssurance Services (SEMAS) requirement. The purpose of this RFI was to obtain industryfeedback on the feasibility of this consolidated approach. Using the information gathered in response to the February 2008 RFI, Ames Research Center(ARC) released a sources sought synopsis requesting capability statements from Industryfor the SEMAS requirement on April 21, 2008. The purpose of this RFI was to determinefeasibility of this procurement as a small business set-aside.In late 2008, ARC initiated a reorganization that would shift the Environmental ServicesDivision out of the Safety, Environmental and Mission Assurance Directorate and into theCenter Operations Directorate.The transition necessitated discussions as to whether theEnvironmental Services requirements should be removed from SEMAS and consolidated with aCenter Operations Contract, which led to delays in the procurement effort. In lateJanuary 2009, ARC decided to keep the Environmental Services within the scope of SEMAS.The decision was based upon the continued need to have close collaboration andcommunication between the Occupational Safety, Health and Medical Services Division andthe Environmental Management Division independent of how ARC is organized, and thatkeeping the requirements together would enable critical communication and coordination atthe Contract level to complement communication and collaboration within ARC. In February 2009, ARC was tasked by the Agency to lead the effort to explore thefeasibility of a Multi-Center contract for SEMAS type requirements. On April 10, 2009,ARC released an RFI that included the reasons for exploring a Multi-Center acquisitionapproach and requested industry feedback on the feasibility of a Multi-Center contractfor the SEMAS requirement. Industry input on this approach was utilized to aid the Agencyin determining feasibility. After lengthy discussions, the Agency decided that aMulti-Center approach for SEMAS is not in the Governments best interest. Unfortunately,exploration of this concept consumed considerable resources at ARC, resulting in furtherdelays with the ARC SEMAS procurement.During this timeframe ARC was also looking at the feasibility of a Multiple AwardContract (MAC) for SEMAS. On March 24, 2009, ARC released an RFI requesting input fromindustry regarding the feasibility of a MAC for the SEMAS requirements. ARC carefullyconsidered Industry feedback received in response to the RFI. Industry feedback pointedout the inherent risks involved with the MAC approach and the impact to continuity ofservices especially with the Safety and Environmental requirements. Likewise, theGovernments assessment also concluded that a MAC approach was not in the Governmentsbest interest for the Safety and Environmental requirements due to potential negativeimpacts to crucial ongoing Center operations. However, both Industry feedback andGovernment assessments revealed that a MAC approach could be viable for System Safety andMission Assurance (SS&MA) requirements, primarily because the requirements areprogram/project based and do not rely heavily on continuity of services. Therefore, ARCdecided to separate the SS&MA requirements to explore the possibility of competing theSS&MA requirements as a MAC. However, after the SS&MA requirements were separated, ARC determined that the dollarvalue of the requirement was too small to pursue a MAC approach. ARC then re-examinedavailable sources and identified an existing Agency-wide contract that fulfills theCenters SS&MA requirements. Therefore, ARC will not compete a separate SS&MA contract.In summary, after exercising due diligence to explore the various options of the SEMASrequirement, ARC has come to the following decisions:(1) ARC has decided that it is not feasible to pursue a Multi-Center Contract; therequirement will be for ARC only.(2)ARC has decided it is not feasible to consider a MAC; the contract will be asingle award.(3)The SS&MA portion of the requirement is removed from the SEMAS scope and will beprocured via an existing agency-wide contract.(4)ARC plans to continue the competition of a Safety and Environmental servicecontract. Thus, the title of the procurement is changed from Safety, Environmental, andMission Assurance (SEMAS), to Safety, Environmental, and Medical Support Services(SEMSS), to reflect the removal of the SS&MA requirements from the SOR. Based upon the current status of this Procurement, the anticipated date for DRFP releaseis September 9, 2009.A Draft SOR for SEMSS will be posted shortly. Please continue monitoring this procurementunder the SEMSS title. Updates will no longer be posted to SEMAS and the SEMAS synopsiswill be removed from NAIS on August 31, 2009. No determination has been made regarding set-aside considerations. The Governmentrequests that the companies that responded to the SEMAS Sources Sought Notice posted onApril 21, 2008 confirm their continuing interest in the SEMSS procurement. Submission ofa revised capabilities statement is not required; however, companies should indicatewhether their business size status has changed. Confirmations must be submitted inwriting to the Contracting Officer, Robin L. Wong, at Robin.L.Wong@nasa.gov, no laterthan 4:00PM on Tuesday, August 12, 2009. Companies that were previously interested inSEMAS but are not interested in SEMSS should notify the Contracting Officer that theywish to be removed from the List of Interested Parties.
