Description
Solicitation N00421-09-T-0158 is issued as a request for quote (RFQ). The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order for the part numbers listed below, under the authority of FAR Part 13.104. The contract line item numbers and Primary Features : The Contractor shall provide a 200 KVA Load Bank to include manuals, delivery, installation and warranty. BACKGROUND The Naval Air Warfare Center - Aircraft Division (NAWCAD) has a requirement for a replacement of a current Load Bank used with a drive stand to be used at the Power and Propulsion Department, Electrical Systems Laboratory (ESL). The ESL is a testing facility that consists of numerous test areas that are designed to evaluate electrical power generation, battery and power conversion systems, electrical power distribution systems, electrical power quality, electrical starting and emergency electrical power systems. The Load Bank will be used with the drive stand in the ESL for qualification testing of new and refurbished generators of all aircraft in the Navy fleet. REQUIREMENT CLIN 0001 – Load Bank – Quantity 1 The Load Bank must meet the below minimum requirements: 1.0 LOAD BANK The Load Bank shall be rated at 200 KVA continuous operation. The resistive and reactive load bank shall be housed in one enclosure to facilitate outdoor mounting. This load bank shall also have a method of being moved by a fork lift from all sides of the enclosure. This load bank shall be mounted outdoors. 1.1RESISTIVE LOAD BANK 1.1.1General Description a)The resistive load bank shall be installed in a National Electrical Manufacturers Association (NEMA) 3 enclosure for mounting outdoors. b)The resistive load bank shall be designed with louvers and screens on both intake and exhaust. c)The resistive load bank shall be a 160 KW, 200/115 volt, 3 phase, 400 Hz unit with a minimum of 33 watts/phase resolution. d)The individual phase loads shall be used for correcting or creating any imbalance of the load bus. Each phase shall also have independent control to supply an imbalance of the load. 1.2 REACTIVE LOAD BANK 1.2.1General Description a)The reactive load bank shall be installed in a NEMA 3 enclosure for mounting outdoors. b)The load shall be 120 KVAR, 200/115 volt, 3 phase, 400 Hz, with a minimum of 33 VAR/phase resolution. c)Each phase shall have independent control to supply an imbalance of the load. 2.0SYSTEM CONTROL CONSOLE 2.1PERMANENT LAB CONTROL 2.1.1General Description a)This load bank shall have complete control on the entire range of variable loads that can be applied to the unit under test (UUT). b)The control rack shall have the capability of mounting within a 19” rack-mount console. 2.2MOBILE CONTROL OF LOAD BANK 2.2.1General Description a)This load bank shall have a remote output in order to connect a mobile unit to control the output of the load bank. b)This remote control shall have complete control on the entire range of variable loads that can be applied to the UUT. c)This load bank shall have PLC interface to be able to control the load bank 3.0PROTECTIVE FUNCTIONS 3.1.1Resistive and/or Reactive Load Bank Protections Protective functions that directly protect the load bank are as follows: a)Airflow fault switch – upon detection, the resistive and reactive loads shall be immediately removed by the hardware. b)Over Temperature switch – upon detection, the resistive and reactive loads shall be immediately removed by the hardware. c)Under Frequency fault signal – the drive controller shall monitor frequency of the incoming generator (GEN) and permanent magnet generator (PMG) signal. When <340 Hz is detected, it shall command the reactive load bank to remove all loads. This shall not remove the resistive load or power down the drive stand. d)Over voltage fault signal – upon detection, the load contactor shall be opened, removing the load from the UUT and the drive controller shall initiate coast drive shutdown. 4.0FACILITY 4.1SPACE AVAILABLE The following Government pad/site facilities are available to the contractor, if needed, to perform the requirements of the contract: An area with the maximum dimension of 89 inches (L) by 68 inches (W) by 70 inches (H) is available for the Load Bank installation. This will be an area set outside. 6.2ELECTRIC CAPABILITY 480VAC, 60Hz, 3 Phase, 4000 Amps is available. CLIN 0002 – Illustrations/Manuals – Quantity 1 Each – Not Separately Priced (NSP) All schematics and drawings shall be included with the delivery of the Load Bank. This shall also include manuals for the hardware and software, both in hard copy and electronic (PDF, MS-Word, or HTML) formats. Delivery All large equipment shall be delivered on pallets in order to be moved by a fork lift with a maximum rating of 4000 lbs. to be supplied by NAVAIR. All equipment shall be delivered to the following address: 48298 Shaw Road, BLDG 1461 Patuxent River, MD 20670 Standard Warranty – Quantity 1 Lot NSP A copy of the vendor’s standard warranty. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is a request for competitive proposals. However, all proposals received by 19 August 2009 will be considered by the Government. The Government will not pay for any information received. Facsimile proposals are acceptable.
