Description
RECOVERY--This is a U.S. Army Corps of Engineers, New York District Invitation for Bids (IFB) to award a contract for the Troy Lock Lighting Renovations project in New York. The work involves removing existing exterior lighting fixtures, poles, and bases; providing and installing new fixtures mounted on raising/lowering assemblies to include installation of poles, bases, conduit, wiring, and appurtenances; providing LED traffic control signals; concrete work associated with construction of concrete bases; and resurfacing a concrete pad. Removal of existing fixtures and poles located on the west lock wall and guidewalls may require use of a floating plant. All work must be competed prior to the start of the May 1, 2010 navigation season. The estimated period of performance for the effort listed above is 217 days. This procurement is being solicited as a 100% SMALL BUSINESS set-aside. The NAICS Code is 238210 (Electrical Contractors and Other Wiring Installation Contractors); all Small Business under the size standard of $14,000,000 average annual receipts for the preceding three (3) years. The SIC Code is 1731. The range of the estimated cost is $100,000.00 to $500,000.00. The Federal Acquisition Regulation requires that Past Performance Information (PPI) be collected on Department of Defense (DoD) contracts. The Government has now implemented a web-enabled application that collects and manages contractor past performance data. Effective 1 April 2007, the system, Contractor Performance Assessment Reporting System (CPARS), requires both the contractor and the Government to submit their portion of the CPARS report via the internet for Construction contracts in excess of $100,000.00. More definitive guidance and instructions will be incorporated in the solicitation and resultant contract. In the meantime, to become familiar with the system, the CPARS website has a computer-based training module and a practice session for your use at https://www.nwp.usace.army.mil/ct/I/home.asp by following the links to the Training. Plans and Specifications for the subject project will be available at FedBizOpps (http://www.fbo.gov) on or about 18 August 2009 with Bid Opening Date (BOD) on or about 18 September 2009. Bids are to be submitted to the U.S. Army Corps of Engineers, Contracting Division, Room 1843, 26 Federal Plaza, New York, NY 10278. The media selected for issuance of Synopsis/Solicitation and amendments shall solely be at the discretion of the Government; accordingly, the media utilized for this project shall be the Internet.
