Description
The Naval Surface Warfare Center Carderock Division (NSWCCD) has a requirement to purchase services to integrate modernization designs and manufacture three (3) Quick Engine Modules (QEM) and three (3) Frame/Chassis for the Mobile Cleaning, Reclaim, and Recycling System (MCRRS) to improve flight deck supportability. The MCRRS was developed as a prototype under the Small Business Innovation Research (SBIR) program, however, Fleet requirements have changed and there is a need to modernize the current prototype to meet those emerging needs. NSWCCD intends to issue a sole source purchase order using Simplified Acquisition Procedures to Tri-Jet Precision Cutting Services LLC (Tri-Jet). The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). Tri-Jet performed the fabrication services on the existing prototype engine module and chassis which have undergone over five hundred hours of endurance testing in order to be accepted by the Government under the SBIR contract. Award to any other source would result in substantial duplication of costs to the Government that is not expected to be recovered through competition, and would result in unacceptable delays in fulfilling the agency's requirements. Interested parties may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received by 2:00 p.m. on 20 Aug 2009, will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The proposed contract is 100% set aside for small business concerns. The North American Industry Classification System (NAICS) Code is 332999 with an applicable size standard of 500 employees.
