- This is a sources sought synopsis for acquisition planning purposes and no formal solicitation exists at this time. All qualified concerns may submit capability statements for consideration. Capability statements received will be reviewed to determine the technical, administrative, management, and financial capability of such offerors to perform this type of work. The capability statements will be used to determine appropriate procurement strategy, in particular whether a set-aside is warranted or an alternate procurement strategy is warranted. The North American Industry Classification System (NAICS) Code for this acquisition is: 335999 All Other Miscellaneous Electrical Equipment and Component Manufacturing. The small business size standard for NAICS Code 335999 is 500 employees. The purpose of the proposed project is for a Contractor to provide a P.I.T. Tag Reader/Data Logger which meets the following requirements: (1) specific dimensions of 8 3/4 x 3 3/4 x 2 1/2 inches and weight of 1.8 kg to comply with dimension and weight requirements of custom manufactured instrument shell used for remote sensing of native fish of the LCR, (2) ability to read and record ISO (134.2 kHz) and non-ISO (400 and 125 kHz) frequency "full duplex" P.I.T. tags simultaneously, (3) Must be compatible with existing Biomark antennae, tuning boxes and com cables, (4) Data storage of a minimum of 5,000 P.I.T tag codes with time stamp capability, (5) Multiple power source compatibility i.e. internal battery, external battery, external A.C., external solar D.C. and (6) Must be compatible with IDBase data logging software or Excel compatible DBF software for networking with existing native fish database. In addition to the P.I.T. Tag Readers, the contractor must be able to provide AC power supply, DC power cables, tuning box, battery packs and two (2) types of P.I.T tags which meet the following requirements: (1) 12mm and 134.2k and (2) 20mm and 134.2 kHz. The delivery date is anticipated to be September 15, 2009. Should you be interested in this effort, please submit a capability package to Kelli Adams at the address listed below. Capability statements are to be submitted no later than August 11, 2009. The capability statement shall address the work listed above, demonstrate the company's capability to provide the requirement, and provide specifications for each item listed. Additionally, all responses to this sources sought shall include company name and address, business size and type (8(a), HubZone, Small Business, etc), DUNS No. and point of contact to include e-mail address and telephone number. Capability statements shall not exceed five pages in length. This information will be used to assist the Contracting Officer in developing the procurement strategy, in particular, including whether an 8(a) or Hubzone set-aside is warranted or if another socio-economic set-aside strategy is more appropriate.
