- RECOVERYThis project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the reporting requirements of the act. The Department of the Interior, National Park Service (NPS) intends to issue Invitation for Bid (IFB) I1880090012, Repair Windmill located at the Sagamore Hill National Historic Site, Oyster Bay, N.Y. The work of this contract consists of documenting, removing and replacing the wood timber windmill tower located on the grounds of Sagamore Hill National Historic Site, Oyster Bay, NY. Rigging and removal of the windmill unit including the tail and wheel for inspection and repair by NPS. Installation of the repaired complete windmill unit and its return to a functioning state. LOCATION - Sagamore Hill National Historic Site is located at 20 Sagamore Hill Road, Oyster Bay New York 11771 This procurement is being issued as UNRESTRICTED and is therefore subject to Federal Acquisition Regulation 52.219-4, Notice of Price Evaluation Preference for Hubzone Small Business Concerns. The North American Industry Classification System (NAICS) code for this project is 712120 and the size standard is $7 million. The estimated cost range for this project is $100,000 and $250,000. The intended contract will be a Firm-Fixed Price Construction subject to the Davis-Bacon Act. The solicitation including all bid documents will be posted to the websites, http://www.fedbizopps.gov and http://ideasec.nbc.gov on or about 19 August 2009. Downloading from the Internet is free of charge. The estimated date for the receipt of bids is 2:00 p.m. on 21September 2009. No hard copies of the solicitation will be mailed or issued. It is therefore the contractor's responsibility to check the internet site daily for any posted changes to the solicitations plans and specifications. Contractors must be registered in the Central Contractor Registration system in order to receive contract awards. As a security precaution, vendors must register themselves through the on-line CCR system. Be advised, failure to register in the CCR database makes a bidder ineligible for a contract award with the Park Service.
