- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, in conjunction with FAR 13.5, as applicable, and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W9124C-09-T-0005 and is issued as an Request For Proposal (RFP), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-31. The associated North American Industrial Classification System (NAICS) code for this procurement is 611430 with a small business size standards in millions of dollars is $7.0. This requirement is a [Small Business] set-aside and only qualified offerors may submit proposals. The contractor shall design and deliver leadership training in order to better develop the Battalion Commanders themselves as leaders. The freedom to learn environment encompasses superior and subordinate leadership, and all Soldiers affected by their leadership who train in Battalion Commander Training, Advanced Individual Training, and the Initial Entry Training environment. Travel and per diem costs shall be included in the price of the proposal submitted to the contracting officer. If travel is not included in the price of the proposal, the proposal will be excluded from the solicitation process. The following clauses are applicable to this acquisition: Far 52.212-1 Instructions to Offerors-Commerical Items, FAR 52.212-2 Evaluation Commercial Items, FAR 52.212-3 Offeror Representations and Certifications Commercial Items, Far 52.212-4 Contract Terms and Conditions Commercial Items, FAR 52.212-5 (Dev) Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (2006) (Dev) and DFARS 252.212-7001 Contract Terms, Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items. Offers will be evaluated using the evaluation criteria outlined in FAR 13 and the attached Performance Work Statement (PWS). The contractor shall provide detailed descriptions of how they will perform the services in the PWS, paragraphs C.4 through C.10. The award will be made to the vendor whose proposal is most advantageous to the Government. All costs must be included in the proposal. Please provide tax identification number.
