- DESCRIPTION - This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC). The solicitation number for this request is 201819Q024, and the solicitation is issued as a Request for Quotation (RFQ). This solicitation is set-aside for Small Business. The NAICS 423320 with a size standard of 100 employees. Quotations will only be accepted from approved Small Businesses. The U.S. Fish and Wildlife Service encourages the participation of small, disadvantaged, minority and women-owned businesses. REQUIREMENT - The U.S. Fish and Wildlife Service, San Bernard National Wildlife Refuge has a requirement for #2 Road Base Crushed Concrete, size no greater than 2 inch, free of debris and metals. The Government intends to issue a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Factors used to evaluate offers shall be: 1) Technical Capability of providing product required in this solicitation; 2) Past Performance in providing product of a similar scope; 3) Offers found to be Technically Capable and acceptable Past Performance; award will be made to the lowest price of the offers. Prices must include all costs for furnishing all labor, materials and equipment necessary for the supply and delivery of the gravel products. PLACE OF PERFORMANCE - San Bernard National Wildlife Refuge, Brazoria, Brazoria County, Texas 77422. BID SCHEDULE - Gravel Product Specifications1.1,400 tons - #2 Road Base Crushed Concrete, size no larger than 2 inch crushed concrete, free of all metal and debris, delivered and dumped by BELLY DUMP TRUCKS ONLY approximately 1 mile north of intersection of HWY 35 and FM 521 in Brazoria County, TX. Bid price must be per ton of material and include delivery. Please note that the crushed concrete MUST be free of metal and debris or it will be rejected. DELIVERY (FOB) - The delivery location is as specified in the Bid Schedule above. ONLY "BELLY DUMP" trucks will be acceptable for delivery. Delivery location will support access of 20 ton trucks LEGAL OBLIGATIONS - The contractor shall be responsible for the observance of law ordinances, statutes and regulations pertaining to the hauling of gravel products. RULES AND REGULATIONS - The contractor shall conduct work in the conformance with such appropriate Refuge regulations as the Manager may prescribe, and shall also conduct the operation as not to interfere with or endanger the ordinary use of structures, roads, utilities, and other Refuge facilities. Equipment operations and materials shall be confined to the limits defined by the U.S. Fish and Wildlife Service. Special attention should be given to the protection of facilities, wildlife and vegetation adjacent to the work areas. PROVISIONS AND CLAUSES - In addition, FAR provisions/clauses listed below apply. QUOTATION SUBMISSION - The deadline for receipt of quotes is August 14, 2009 at 4:30 pm (Mountain). Quotes may be submitted on letterhead and must include, at a minimum, unit price for each item, extended price, item description as detailed above, prompt payment terms, name, phone number and address of your point of contact. Quotations may be submitted by e-mail, fax or any mail delivery service. SUBMIT QUOTES TO: U.S. Fish and Wildlife Service, Contracting and General Services Division, 500 Gold Avenue, Room 5108, Albuquerque, NM 87102.
