Description
NASA/GSFC has a requirement for (1) hand selected InP/InGaAs photocathode NearInfrared Photo Multiplier Tube (NIR-PMT) system with the following specifications: the detector quantum efficiency has to be greater than 15% at 1570 nm spectralwavelength the detector system must be turn-key operation, easily portable, and with out anyliquid cooling subsystemNASA/GSFC intends to purchase the item from Hamamatsu Corporation pursuant to FAR 13.106for the acquisition of supplies or services determined to be reasonably available fromone source. Hamamatsu Corporation is the only supplier who offers a turn-key photocathodeNIR-PMT system with the highest quantum efficiency.The Government intends to acquire a commercial item using FAR Part 12.All contractual and technical questions must be submitted in writing via e-mail tokeva.r.crossen@nasa.gov no later than August 14, 2009 or via facsimile 301-286-5373.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon August 19, 2009. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications ARE NOT acceptable in response to this notice.All responsible sources may submit an offer which shall be considered by the agency.An Ombudsman has been appointed.
