- This acquisition is proceeding as a Full and Open Request for Proposal (RFP). Estimated Cost Range is between $ $1,000,000 and $5,000,000 (EST). Period of Performance for Design and Construction: 460 Calander Days This Procurement will be conducted under FSC CODE: Y139, SIC CODE: 1542, NAICS Code: 236220. The size standard for this code is $33,500,000. All questions should be directed to the Contract Specialist, Mr. Herb Fusilier, at (318) 456-3372, FAX: No.: (318) 456-3294, EMAIL: herbert.fusilier@barksdale.af.mil. 2ND Contracting Squadron, 41 Vandenberg Ave, Barksdale AFB, LA 71110-2270 This Design-Build project consists of a new single story Child Development Center (Appox. 14,025 SF) for Barksdale Air Force Base, Louisiana. Construction will consist of load bearing steel frame construction with split-faced CMU, 8 inch CMU interior back up and EIFS for exterior facing material where indicated. Interior construction will consist of CMU of sizes indicated and light gauge metal framing with primarily gypsum board finishes and other materials as specified. Roofing shall be standing seam pre-finished metal on composite polyisocyanurate with nailable substrate. This project also includes demolition of pavement (Approx. 8,720 SF). The Contractor shall comply with all Force Protection requirements in the construction of this facility. The Contractor shall develop and complete the design and construct the facility. Sustainable design (LEEDS) is required for this project. The Design-Build (D-B) Contractor will be required to perform a geotechnical investigation yielding a geotechnical report that shall be used as a basis for design. Likewise, the D-B Contractor will be required to perform a topographical survey; also a basis for design. Following award, the contract will proceed as follows: This project will follow a Fast Track process. The D-B Contractor will have discretion as to when submittals will be made and the content of the submittals --- within the guidelines of the RFP. All design review comments for the work and applicable construction techniques for unusual construction conditions must be appropriately addressed and direction received from Contracting Officer prior to the start of construction activities. This project will follow completing design before construction begins process. The RFP is anticipated to be posted on or about 14 August 2009. Proposals are due on or about 04 September 2009, 2:00 pm (CST).
