Description
RECOVERY - In compliance with the transparency and accountability requirements associated with the supplemental appropriations provided by the American Recovery and Reinvestment Act of 2009, Pub. L. 111-5, the Government posts this Request for Quote (RFQ).This is a combined Synopsis/Solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested. A written solicitation will not be issued. This solicitation is being issued as a RFQ #Q5660090005. The U.S. Department of the Interior, National Park Service, Russell Cave National Monument, located in Bridgeport, AL, has a requirement to remove old windows and doors and install new energy efficient, commercial grade windows and doors. This solicitation is a 100% Small Business Set-Aside. The North American Industry Classification System (NAICS) code is 423390 and the size standard is 100 employees.The Government intends to award a firm fixed price contract in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. Receipt of the award is contingent on the recipient's meeting the requirements in Section 1512 of the Recovery Act. Description of Services. The contractor shall purchase, remove and install windows and doors at the Russell Cave National Monument located in Bridgeport, Alabama. The work to be completed by the contractor in this project will be to replace all windows and doors with high energy commercial grade windows and doors. The primary work requires the contractor to provide all materials, labor, tools, equipment, supervision, transportation and overhead to replace windows, doors and garage doors. "Windows - Approximately 33 windows in various sizes to be replaced with the estimated measurements attached. The contractor will be responsible for obtaining exact measurements prior to making any orders before purchase of windows. The contractor will remove and replace all windows with new cost saving energy windows. "Doors - Approximately 5 exterior doors. The contractor will be responsible for obtaining exact measurements prior to making any orders before purchase of doors. The contractor will remove and replace all doors with new cost saving energy doors."Garage door - Three doors in various sizes. The contractor will be responsible for obtaining exact measurements prior to making any orders before purchase of garage doors. The contractor will remove and replace all doors with new cost saving energy doors.Windows. The contractor will not be allowed to remove all windows at any time. There will be a schedule provided to the site Supervisor, as to which windows will be replaced and completed before the next groups of windows are replaced. The contractor will not have all windows out or being finished at any time that would disturb the complete operation of the staff. "The contractor will not leave the facility unsecured at the end of the day. "The contractor will practice dust control and clean up on a daily basis and will not leave construction material and tools in a manner that would cause a hindrance to the operation of the Russell Cave National Monument. "The contractor upon replacing windows will insulate around the window and completely finish the interior window sills and edging to match original interior office dcor. "The new window will be totally sealed and installed to manufactures specification in a wood framed facility. The exterior surface of the facility has a surface covering of wood siding. "Contractor will provide and install all exterior flashing necessary to properly seal the new window to create a weather tight installation. "The contractor will install all of the new windows ensuring they are capable of being secured with medium security. "The contractor will provide a submittal to the Contracting Office for approval prior to installation. Doors. The contractor will replace all exterior doors with commercial grade metal framed, glass doors with all hardware necessary for installation. "The contractor will install the new door jams (metal) and that are insulated, primer and painted to match interior and exterior entrances. "The contractor will also install new low profile thresholds; 8" kick plates (color to be determined, and push plates with panic hardware where appropriate. The entries will be ADA accessible and must have the required hardware. All hardware for new doors must be approved by the Contracting Officer. "The contractor will be responsible for the prevention of any excess paint from coming in contact with interior walls, flooring, furniture or any surface not designated for paint. "The contractor will be responsible to make sure that the new windows and doors installed in this facility are weather tight. Point of Contact. Steve Elsaesser (256) 643-4139, will be the primary government Point of Contact concerning removal and installation services. Contractor Access. The contractor will have access to buildings during the hours of 8:00 a.m. - 4:30 p.m.Contractor Qualifications. The contractor shall be bonded, licensed, and properly insured. Contractor is required to have a current State of Alabama Business license; vehicle insurance while on Federal and State owned property and liability insurance. Proof of liability insurance is required in the amounts of:"$200,000 for each person"$500,000 for each occurrence"$20,000 for property damageTraffic Laws. Contractor employees shall comply with all established traffic laws while at Russell Cave National Monument.Physical Security. Contractor employees shall be responsible for safeguarding all government property.Safety. The contractor shall comply with all applicable laws and safety regulations. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities. Work Area. The contractor shall, at all times, keep work areas free from accumulation of waste material, rubbish, tools, scaffolding, equipment, and materials. Upon completion of the job or when away from the work site, the contractor shall leave the work area and premises clean, neat, and in safe condition. The contractor is responsible for removal and proper disposal of all job related waste material. The contractor is responsible for any damage that may occur performing the requirements of this contract.Storage. The contract should specify where equipment and materials will be kept. Make sure your homeowner's policy covers any damage to materials from fire or accidents.Warranties. The contract shall provide all warranties from manufacturers for materials used on the contract.Contracting Officer Authority. In no event shall any understanding or agreement between the contractor and any Government employee other than the CO on any contract modifications, change orders, letter or verbal direction to the contractor be effective or binding upon the Government. All such actions must be formalized by the proper contractual document executed by the appointed CO. The contractor is hereby put on notice in the event a Government employee other than the CO directs a change in the work to be performed or increases the scope of work to be performed, it is the contractor's responsibility to make inquiry of the CO before making the deviation.
