- 17.The Directorate of Contractingn (DOC), Fort Campbell, KY, has a requirement to purchase leased containers (40L X 8W X 8H 28 Each and 20L X 8W X 85H (2 Each). The procurement will be conducted on a sole source basis in accordance with the statutory authority of FAR 13.106-1(b) For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name or industrial mobilization). The Agency intends to enter into a firm-fixed-price, supply-type contract with WKY Leasing & Sales, 134 College Street, Bowling Green, KY 42102. The basis for restricting competition is that the equipment is already on site at Fort Campbell and is being used for storage space for military equipment for the 5th Special Forces Group (Airborne), Fort Campbell, KY. Containers were leased in August 2008 from WKY Leasing & Sales, have been delivered, set up, and are being utilized for storage. This is the only known means to obtain the equpment without an unacceptable delay in delivery/availability. NAICS code for this procurement is 335312 and the small business size standard is $7 million. This sole source requirement will be procured under Simplified Acquisition Procedures and Other Than Full and Open Competition, and awarded on an unrestricted basis. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE OFFERS and solicitation will not be issued; however, any firm that believes it can meet the requirements may give written notification to the Contracting Officer within 5 days from the date of the publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirements listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion for the Government. If no responses are received, the Government will proceed with the sole source negotiation with WKY Leasing & Sales. Responses are due by 14 August 2009, 3:00 p.m. (CST).
