Description
ARRA - RM204-08 Naval Operations Support Center :Whole Center Repairs Place of performance: Charlotte, North Carolina Issued by: NAVAL FACILITIES ENGINEERING COMMAND, MID-ATLANTIC, ACQUISITIONS DEPARTMENT, 9742 MARYLAND AVENUE, NORFOLK, VIRGINIA 23511-3095 The Invitation for Bid (IFB) will be issued in August 2009. The solicitation will close and Bids will be opened in September 2009. A contract will be awarded in accordance with FAR Parts 14 & 36, Sealed Bid Selection procedure. This solicitation will be issued as N40085-09-B-7040. The solicitation will be 100% SET ASIDE FOR SMALL BUSINESS CONCERNS. Project Description: The contractor will provide all labor, supervision, tools, materials, equipment, transportation, and management necessary to renovate the Naval Operations Support Center in Charlotte North Carolina. The renovations will include replacing the roof, interior HVAC components, exterior doors, windows, ceilings, lights and flooring. Install communication and electrical lines. All interior walls and exterior metal will be primed and painted. All restrooms will be renovated to include new toilet partitions, lavatories, fixtures, and tiles. Three (3) overhead doors in Room 195 will be demolished. The opening will be in filled with brick, and three (3), 4' tall X 12' long windows will be installed. Any Life Safety Code corrections to meet the existing occupancy requirements will be provided. The parking lot will be milled and repaved and solar lights installed. Bid Item 0001 (Base Bid) is to provide the entire work complete in accordance with the Invitation for Bid. All work must be completed and ready for use not later than 465 calendar days after notice to proceed. The total price magnitude of this project is between $5,000,000.00 and $ 10,000,000.00. Bid Items 0001 will be funded by the American Recovery and Reinvestment Act (ARRA). The North American Industry Classification System (NAICS) Code for this project is 236220 with a size standard of $33.5M. Representations and Certifications are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to ORCA. A contract award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be the most advantageous to the Government, considering only price and price-related factors included in the invitation. A Bid Bond in the amount of 20% is required. The Government reserves the right to reject any or all proposals prior to award.
