Description
Notice of Intent Ref # 2009-73163 The National Institute for Occupational Safety and Health (NIOSH) Alaska Pacific Regional Office along with the Procurement and Grants Office of the Centers of Disease Control and Prevention intends to award a sole source, firm fixed price contract, in accordance with FAR Part 13, using simplified acquisition procedures, to Bay of Bengal Programme (BOBP), Inter-Governmental Organization (IGO), 91 St. Marys Road, Abhirarnapuram, Chennai, Chennai 600 India. This order will be awarded for a base year with 4 additional option years. The options will be exercised based upon governmental discretion each year. The purpose of this Notice of Intent is to secure the services of BOBP to continue the important work of improving the design of occupational safety program for salt works with Bay of Bengal Program. The contractor will continue to gather data and make site visits, to determine the range and extent of hazards in the Indian salt worker workforce in specified regions. BOBP staff will discuss with site managers and workers their perception of hazards, and will solicit and discuss their suggestions for possible mitigation measures. The contractor will work with suitable subcontractor, Principal Scientist working in the Division of Agriculture Engineering, Indian Agricultural Research Institute, New Delhi, to develop a proposal for (and, if feasible, prototypes of) low cost implements/ tools that may reduce the risks of injuries among Indian Salt workers, applying techniques and designs currently used to reduce stoop labor and hazardous lifting operations in agricultural labor. Deliverable products of this contract will include:  Written reports of the information collected, including the following:  The range and extent of hazards in the Indian salt worker workforce in specified regions.  Site Managers' and workers' perceptions of hazards.  Site managers' and workers' suggestions for mitigation.  BOBP's ideas for possible mitigation measures.   A formal proposal for low cost implements / tools that may reduce the risks of injuries among Indian Salt Workers, applying techniques and designs currently used to reduce stoop labor and hazardous lifting operations in agricultural labor.  Working prototypes of some or all of the low cost implements referenced above, to the extent feasible. The contractor provides unique insights into and information on fishing industry casualties in south Asia. Work closely and effectively with numerous local, national and regional organizations, governmental non-governmental, including fishermen's associations. Work effectively with fishermen of the Bay of Bengal region, through focus group discussions and workshops, to elicit their experiences and insights and develop interventions. No Request for Quotes (RFQ) will be issued based upon this Notice of Intent.
