Description
United States Capitol Power Plant (CPP) Utility Distribution System (UDS) Standard Operating Procedure (SOP) REVISED - Solicitation and specification will be made available on or about August 14, 2009. A pre-proposal meeting will be conducted at the United States Capitol Power Plant Trailers, 25 New Jersey Avenue and E Street, S.E., Washington, D.C. for all prospective offerors on Thursday, September 10, 2009 at 10:00 A.M., local time. The Architect will conduct a field evaluation of each tunnel, five total, over a two day period. The first evaluation will immediately following the pre-proposal meeting. The second will commence at 7:00 A.M. the following day. Those intending to participate shall meet at the address above. Information concerning the meeting may be obtained by e-mailing jwhittin@aoc.gov. Offerors are encouraged to submit all questions in writing at least three (3) working days prior to the conference. Questions will be considered at any time prior to or during the conference; however, offerors will be asked to confirm verbal questions in writing. Subsequent to the conference, an amendment to the solicitation containing an abstract of the questions and answers, and a list of attendees, will be disseminated. Offerors are cautioned that, notwithstanding any remarks or clarifications given at any site visit, the pre-proposal conference or field inspection, all terms and conditions of the solicitation remain unchanged unless they are changed by amendment to the solicitation. If the answers to conference questions, or any solicitation amendment, create ambiguities, it is the responsibility of the offeror to seek clarification prior to submitting an offer. TUNNEL ENTRY REQUIREMENTS - In order to be eligable for Tunnel Entry each entrant must comply with the Capitol Power Plant (CPP) Utility Distribution System (UDS) Standard Operating Procedures. Offerors must submit certification that those entering the tunnel have the following: 1) Confined space training 2) Annual respirator training, annual respirator fit-testing, and annual medical surveillance (respirator physical) 3) Heat stress awareness/prevention training 4) Asbestos awareness training All required certifications must be forwarded to by e-mail or fax to Jerrod Whittington at jwhittin@aoc.gov or 202-225-3221 no later than 3 days prior to scheduled site visit.
