Description
PRE SOLICITATION (FedBizOpps) NOTICE: PROJECT TITLE: Design and Build, Upgrade Heating, Ventilating, and Air Conditioning (HVAC) System (FE-90032-8J). Request for Proposals (RFP): W91QV1-09-R-0058 Mission Installation Contracting Command (MICC) plans to issue a Request for Proposals (RFP) to Design and Build, Upgrade Heating, Ventilating, and Air Conditioning (HVAC) System, at Fort Belvoir, VA. PROJECT SCOPE: The contractor shall provide all materials, labor, equipment, transportation, and services to upgrade HVAC system in Building 213. The new air conditioning unit shall meet all applicable codes and regulations and provide adequate heating and cooling to Building 213. The work shall include, but not limited to, the following. 1.Replace existing Trane Corporation Condensing Unit with a Trane Corporation (Or Equivalent) 60 Ton Air-Cooled Condensing Unit Model No. RAUCC6, Tag RAUC20-1, Nominal Cooling Capacity 60 tons, Gross total cooling capacity 724.26 MBh, Gross sensible cooling capacity 536.31 MBh, Design airflow 20,000 cfm, Ambient 95F, Cooling EDB 80F, Cooling EWB 67F, Power Supply 200/60/3 2.Replace existing Trane Corporation Air Handling Unit coil with a Trane Corporation (Or Equivalent) 60 tons Nominal Cooling Capacity coil. 3.Replace the existing Fan & Motor and Dampers in the Trane Corporation Air Handling Unit, with a 15 HP Fan & Motor and New Dampers. 4.Replace all Diffusers, Registers and Dampers with new. 5.Construct and install a 10 inx6 in, 250 cfm, duct and diffuser for Basement Storage Room B106. 6.The Johnson Controls Corporation HVAC Control System, is owned and operated by PEPCO Corporation and will not be affected by this upgrading work. 7.Start up and test new system and commission to ensure proper HVAC System operation. Conduct an air balancing of the HVAC System. The applicable North American Industrial Classification Code (NAICS Code) is 238220 and the Size Standard is $14,000,000.00. A site visit will be arranged for all interested parties during the solicitation period. The order of magnitude for the project is between $500,000 and $1,000,000 and the effort shall be completed within 270 calendar days after notice to proceed. This RFP will be 100% set-aside for Service Disabled Veteran Owned (SDVOB) certified small businesses. Contract award will be made on a firm fixed-price basis. The closing date and time for submission of offers will be contained in the solicitation package. The solicitation notices and any/all amendments will be posted and available for viewing and downloading at Army Single Face to Industry (ASFI) Website https://acquisition.army.mil/asfi/ at no charge. No paper copies will be issued. When the solicitation is posted, it is incumbent upon the interested parties to review the aforementioned site regularly for any updates/amendments to any and all documents. All prospective offerors must have a Commercial and Government Entity Code (CAGE Code) and be registered in the Central Contractors Registration (CCR) at www.ccr.gov. Performance and payment bonds will be required. Offers shall be reviewed and considered by the Agency. This notice does not obligate the Government to award a contract; it does not restrict the Governments ultimate approach; nor does it obligate the Government to pay for any proposal preparation costs.
