- P LEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this request. This announcement constitutes the only solicitation. This procurement is being conducted under Federal Acquisition Regulation parts 12 and 13.5. The Federal Bureau of Investigation is issuing this acquisition as a Request for Quote (RFQ) under solicitation number RFQ E009070. The NAICS Code for this requirement is 423430, Computer and Computer Peripheral Equipment and Software Merchant Wholesalers. The size standard for this requirement is 100 employees. This requirement is a 100% small business set-aside. The resultant contract will be a one time, firm-fixed price contract. Brand name only will be accepted. This is a Name Brand or Equal requirement, as the equipment must be compatible with the existing infrastructure in order to interface via protocol with the existing units at the terminating end. The requirement is for the following Comsphere products: Description Quantity 3000 Carrier with Power 10 3000 Carrier SDCP 10 Comsphere 3600 Nest Mount DSC/CSU with 6 port TDM R3+ 150 6 Port Back Plane Connector 150 Comsphere 3600 Standalone DSU/CSU with 6 port TDM R3+ 125 This requirement is an all or none purchase. All items supplied shall include a one year commercial warranty. All deliveries under this requirement will be FOB destination Quantico, VA. Product must be delivered 30 days after ARO (After Receipt of Order). Submissions Responses shall be submitted via electronic submission to Margaret Einspahr at meinspahr@fbiacademy.edu. The due date for responses to this RFQ is on or before August 12, 2009 at 10:00 am, Eastern Time. Responses must be marked as follows: "RFQ E009070." All correspondence regarding this requirement must be submitted to Margaret Einspahr via email. Terms and Conditions This RFQ incorporates the provisions and clauses that are in effect through Federal Acquisition Regulation Circular 2005-34. The provision at FAR Clause 52.212-1 Instructions to Offerors-Commercial Items (June 2008) and addendum are incorporated into this solicitation. Addendum to 52.212-1, Modify: (b) Submission of offer(s) is to read as follows: "Submit offers electronically to: meinspahr@fbiacademy.edu." Provision 52.212-2 Evaluation - Commercial Items (Jan 1999) is incorporated by reference. This requirement will be awarded to the low price technically acceptable (LPTA) offer. Provision 52.212-3 Offeror Representations and Certifications-Commercial Items (Jul 2009) is incorporated. Contractors may submit their online Representations and Certifications Application (ORCA) at the following government portal: http://orca.bpn.gov. Clauses 52.212-4 Contract Terms and Conditions-Commercial Items (Mar 2009), and 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items (May 2009) and 52.211-6 Brand Name or Equal (Aug 1999) apply to this solicitation. The following additional clauses under FAR 52.212-5 are applicable (b) 8, 18, 19, 20, 21, 22, 24, 26, 32 (i), 34, 39.
