- The V A Pittsburgh Healthcare System, University Drive "C", Pittsburgh, PA 15240, intends to publish a solicitation for Project #646-08-109, "Renovate 3 West". Work includes, but is not limited to, General Construction and Phasing for the renovation of the 3 West Wing. Work will include renovations to electrical, mechanical, HVAC, and plumbing systems for: pre and post procedure patient rooms for Same Day Surgery; in-patient holding area for surgical procedures; and supporting areas such as a reception desk, patient changing rooms, staff lounge, nursing stations, etc. Contractor is to provide all necessary demolition, abatement, construction, and coordination as required per the scope of work.THIS ACQUISITION IS 100% SET-ASIDE FOR SMALL DISABLED VETERAN OWNED BUSINESSES (SDVOSB). The construction cost range is between $2,000,000 and $5,000,000. The applicable NAICS Code is 236220 and the small business size standard is $33.5 million. The solicitation will be issued on or about August 19, 2009 through the electronic data interchange at the following URL: http://www.fedbizopps.gov and will be made available for downloading FREE OF CHARGE. Drawings are in AutoCAD 2007 format. Any amendments to this solicitation will be available at the website. Bidders are advised that they are responsible for obtaining amendments from the website. Questions must be emailed to the Contract Specialist at WILLIAM.MATELAN@va.gov or by fax to 412-954-4058 no later than August 25, 2009. PHONE CALLS WILL NOT BE ACCEPTED. A Pre-bid Conference is tentatively scheduled for August 27, 2009 at 1:00 P.M. Eastern Standard Time (EST) at the VA Pittsburgh Healthcare System, University Drive Division, Building One, Ground floor in the Engineering Conference Room AN216 (inside the Facilities Management Suite AN221). Although not mandatory, all bidders are encouraged to attend the Pre-bid Conference. Further questions will be accepted by the Contract Specialist by e-mail or fax until close of business September 2, 2009 (six calendar days) after the Pre-bid Conference, and responses will be provided to all bidders on the Bidder's Mailing List. In the interest of adhering to the scheduled bid opening date, questions received later than six (6) calendar days after the Pre-bid Conference may not be addressed. Bid opening will be on or about September 19, 2009 at the VAPHS, 7180 Highland Drive, Pittsburgh, PA 15206, Bldg. 4, 3rd floor, room 373E Bid Opening and Conference Room at 2:00 pm EST. All responsible SDVOSB sources may submit a bid which shall be considered by the agency if received timely. Prospective contractors shall complete electronic annual representations and certifications at http://orca.bpn.gov; must be registered in the Central Contractor Registration (CCR) database at http://www.ccr.gov; and must be registered at http://www.vip.vetbiz.gov prior to award of a contract. Please Note: This project is scheduled to be awarded in September 2009, with notice to proceed in January 2010. The anticipated construction start date is May 2010 with a construction duration of approximately 8 months. Construction activities CANNOT start until approximately May 2010 due to VA space utilization issues relating to other projects.
