Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). Submit only written quotations for F1W0WC9183A001. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-33. This requirement is being solicited as a 100% small business set-aside. The associated NAICS code is 339950 with a size standard of 500 employees. Elmendorf AFB requires LED Road Condition Signs to be positioned on base to inform people originating on base of the road conditions, primarily during the winter months. The system must be controlled by a single point (the Elmendorf Command Center) by radio and have the ability to individually update each sign. The signs must be at least 12 ft wide x 1 ft tall and operate to -30° F. Installation of the stands and signs will be completed by the 3rd Civil Engineering Squadron on base, however installation in the Command Center by the contractor will be necessary. Equipment must be received by 28 August 2009 to allow for utilization this winter season. The line item descriptions are as follows: Line Item 0001 - DC 2-Sided Red LED Sign, minimum 12 ft wide x 1 ft tall (Qty-4 Ea) Line Item 0002 - DC 1-Sided Red LED Sign, minimum 12 ft wide x 1 ft tall (Qty-1 Ea) Line Item 0003 - Power supply 4-6 amps. 120V ac to 12V dc (Qty-5 Ea) Line Item 0004 - Base station/PC/Comm/Antenna, 1 sofware upgrade (Qty-1 Ea) Line Item 0005 - Mechanical Stands (Qty-2 Ea) Line Item 0006 - Cold Weather Kits (Alaska) (Qty-5 Ea) Line Item 0007 - Contractor Travel to Base for Command Center installation (Qty-1 Ea) Line Item 0008 - Shipping and Handling (Qty-1 Ea) Line Item 0009 - Installation and Training in Command Center (Qty-1 Ea) End Item Description. The required delivery date is 28 August 2009 and shall be FOB Destination. PROVISIONS/CLAUSES: The provision at FAR 52.212-1, Instructions to Offerors Commercial Item, applies to this acquisition. The provision at FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, applies to this solicitation and the offeror must include a completed copy of this provision with their proposal. FAR 52.212-4, Contract Terms and Conditions Commercial Items, applies to this solicitation. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders, Commercial Items, applies to this solicitation. Specifically, the following DFARS clauses cited are applicable to this solicitation: 252.204-7004, Alternate A, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statues or Executive Orders applicable to Defense Acquisition of Commercial Items. Wide Area Workflow https://wawf.eb.mil/ will be the method of submitting invoice after receipt of supplies or services. Please submit the following information with each quote: Cage Code, DUNS number, Tax Identification Number, Prompt Payment Terms, Delivery Time, GSA/VA/Government Contract No. (if applicable), Date offer expires, warranty, Line item unit price, and Total cost. EVALUATION OF QUOTATIONS/OFFERS: Quotes/offers will be evaluated IAW 13.106-2. Award will be made to the responsible offeror whose quote/offer represents the best value in terms of technical (capability of item(s) offered to meet the government need), and price. Quotes must be signed, dated and submitted by 7 August 2009, 12:00 pm, Alaska Standard Time (AKST) to the 3rd Contracting Squadron/LGCB, Attn: Bethany Hamilton. LATE OFFERS: Offerors are reminded that e-mail transmission of quote/offer will not constitute a timely submission of quote/offer unless it is received by the government prior to the closing date and time. Quotations/offers or modifications of quotes/offers received at the address specified for the receipt of offers after the exact time specified for receipt of offers WILL NOT be considered (ref.
