Description
This is a Small Business Sources Sought notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran-owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their size classification relative to the North American Industry Classification System (NAICS) code for the proposed acquisition. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. An organization that is not considered a small business under the applicable NAICS code should not submit a response to this notice. Background: Female victims of domestic violence are particularly vulnerable to contracting HIV/AIDS because many are unable to protect themselves from infected partners. Unlike individuals in non-abusive partnerships, domestic violence survivors do not have the liberty to negotiate safe-sex practices such as using condoms or practicing abstinence. There is a severe imbalance of power in abusive relationships, moreover, many domestic violence survivors are unable to promptly leave their partners in the event that they suspect their partner is having unprotected sex with others, using illegal substances, or engaging in other HIV related risky behaviors. Through this program, counselors and shelter workers are trained to integrate the messages about the risks of contracting HIV/AIDS in the services they provide to survivors of domestic violence. The major aim of this program is to educate counselors about how they can incorporate HIV/AIDS prevention strategies, and provide HIV/AIDS-related services, in a manner that is sensitive to the unique social and emotional challenges of the survivors. This program should include teaching materials for both group and one-on-one settings. Purpose and Objectives: To develop and implement a model training program specifically designed to train domestic violence service providers that counsel female survivors and HIV/AIDS service providers. The training program shall address the risks of contracting HIV/AIDS as well as HIV/AIDS prevention and intervention strategies that domestic violence and HIV/AIDS service providers can use with their clients. The training program shall incorporate cross training professionals (counselors, service providers, advocates, case managers, etc.) on strategies to address the connection between HIV and Violence when working with their clients. Anticipated Period of Performance: 12 months from date of award Capability Statement/Information Sought: Responses must clearly convey a contactor's experience and capability to perform the following identified tasks: 1. Develop and implement a model training program for domestic violence service providers and HIV/AIDS service providers on the intersection between domestic violence and HIV/AIDS. This includes developing a training curriculum and providing multidisciplinary training to the service providers. Please provide a minimum of one example addressing your organization’s experience. Details should include when your organization developed and implemented the training model; a description of the training; and a description of the outcome. 2. Build (lead and develop) partnerships/coalitions between the domestic violence service community and the HIV/AIDS service community. Please provide a minimum of one example addressing your organization’s experience. Details should include when your organization built the partnership/coalition; a description of the parties involved in the partnership/coalition; and a description of accomplishments of the partnership/coalition. 3. Provide cross training of domestic violence service providers and HIV/AIDS service providers that highlights the need for sensitivity when working with survivors of domestic violence. Please provide a minimum of one example addressing your organization’s experience. Details should include when your organization provided cross training; a description of the training; and a list of the the number and type of service providers included. 4. Develop an effective, evidenced-based method for assessment of a training program to determine program effectiveness. Please provide a minimum of one example addressing your organization’s experience. Details should include a description of the assessment tool; how you utilized the tool; and the outcomes of the assessment to include measurable changes. 5. Planning regional collaborative meetings, which attract a large number of attendees, with service providers and key individuals that represent local or regional domestic violence and HIV/AIDS programs. Please provide a minimum of one example addressing your organization’s experience. Details should include when the meeting was held; a description of the meeting and key participants; and the number of people that attended. 6. Present and develop written and oral presentations for large national-level conferences. Please provide a minimum of one example addressing your organization’s experience. 7. Provide technical and follow-up assistance on training provided to domestic violence and HIV/AIDS service providers by your organization. Please provide a minimum of one example addressing your organization’s experience. Details should include how you have followed-up the implementation of the training your organization has provided. Each response should include the following Business Information: a. DUNS. b. Company Name. c. Company Address. d. Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the Central Contractor Registration (CCR). All companies or individual seeking to contract with the Government must register on the CCR located at http://www.ccr.gov/index.asp e. Company Point of Contact, Phone and Email address Teaming Arrangements: All teaming arrangements should also include the above-cited information and certifications for each entity on the proposed team. Information Submission Instructions: Responses must be submitted via email to Camille Timmerman at Camille.Timmerman@psc.hhs.gov no later than 12:00PM EST August 10, 2009. Capability statements will not be returned and will not be accepted after the due date. Responses should be in MS Word or Adobe PDF format. The maximum number of pages for submission is 15. Disclaimer and Important Notes. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization’s qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Confidentiality. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
