- The National Institute on Drug Abuse (NIDA), Station Support/Simplified Acquisition (SS/SA) on behalf of the National Institute of Mental Health (NIMH) seeks to procure on a sole source basis the brand name two (2) MatLab 2009A with eight (8) Toolboxes with LYME Computer Systems, Inc., One Lyme Common, Lyme NH 03768. This acquisition will be processed under FAR Part 12 - Acquisition for Commercial Items and will be made pursuant to the authority of FAR 13.106-1(b)(1) and FAR 13.5 01-(a)(1) to use Simplified Acquisition Procedure for commercial items. The North American Industry Classification System Code for this acquisition is 423430 and the business size standard is 100 employees. The NIMH, Magnetic Resonance Spectroscopy (MRS) unit has an incoming project where the NIMH-MRS unit anticipates acquisition of extensive amount of MR spectroscopy and imaging data to support the study. The large size of acquired data needs to be processed and analyzed with highly customer-designed software. Matlab computer language is common and powerful scientific language software that the MRS staff can use to create computer program for the post processing. Matlab computer language is a high-level language which means it has built in with many scientific functions as a simple command. Particularly, it has many powerful "toolboxes" specially designed for signal and imaging processing. With the Matlab and the toolboxes, MRS staff can develop imaging/spectroscopy data processing tools with much difficulty and less time. The required items are as follows (quantity 2 each): • Matlab - All 2009A; • Curve Fitting Toolbox - All 2009A; • Parallel computing Toolbox - All 2009A; • Image Processing - All 2009A; • Optimization - All 2009A; • Signal Processing - All 2009A; • Spline - All 2009A; • Statistics - All 2009A; • Compiler - All 2009A; • First year Mathworks Software maintenance service (included with all new product licenses), Lyme Computer Systems, Inc. is the sole GSA schedule holder for Mathworks Software which makes Matlab software. No other GSA schedule holder is available. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the required items, the party may submit a statement of capabilities. All information furnished must be in writing and must contain sufficient detail to allow the NIDA/NIMH to determine if it can meet the above unique specifications described herein. An original of the capability statement must be received in the Office of Acquisitions, NIDA, on or before 11:00 AM ET August 13, 2009. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDA vendor must be registered in the Online Representations and Certifications Applications (ORCA) at http://orca.bpn.gov. In addition, vendor must be registered in the Central Contractor Registration (CCR) at www.ccr.gov. No collect calls will be accepted.
