Description
This is a pre-solicitation notice which includes but is not limited to furnishing and installing four prefabricated steel, modular stack assemblies, plus a minimum of one new prefabricated steel, modular base structure, all to be utilized in combination with existing steel modules for the enclosure of submarines undergoing maintenance and overhaul within a dry dock. Also included are anchorage for the new module, four new personnel brows to span between dry dock walls and the new modular stack assemblies, dry dock modifications to accommodate the new brows, two fabricated steel service platform modules to support ventilation and other equipment, and the modification of approximately twenty existing roof modules to increase the span and accommodate larger boats in the dry dock. New modules are primarily built of tubular steel and include stairs, work platforms, doors, lighting, fire protection, ventilation, and other features including corrosion resistant coating to serve the intended purpose. Estimated quantity of fabricated steel is 200 tons. There are four options included in this specification as follows: Option 1 - One additional Base Module, Option 2 - Modify one additional R1, 8 foot roof section and modify one additional R19, 16 foot roof section, Option 3 - Modify one additional R15, 8 foot roof section, Option 4 - Modify one additional R19, 16 foot roof section. The Invitation for Bid (IFB) will be issued as a competitive unrestricted procurement open to all interested and qualified firms. Price evaluation preference will be given to HUBZone Small Business concerns, in accordance with 52.219-4 A subcontracting plan if required must be submitted at the time specified in the IFB. The location of the project is PWD Maine at Portsmouth Naval Shipyard, Kittery ME. The total price magnitude is between $1,000,000.00 and $5,000,000.00. A Bid guarantee is required with Invitations for Bids. Payment and Performance Bonds will be required prior to commencement of work. Tentative date for issuing IFB is September 15, 2009. Tentative date for bid opening will be on or about October 15, 2009. Performance period will be 180 calendar days. Specialized experience is required and the apparent low bidder shall be required to submit specific information demonstrating its ability to meet the minimum qualifications that are in the IFB. Site visit information will be included in the solicitation. Plans will be available for inspection without charge at the Government Point of Entry. THE GPE may be accessed via the Internet at http://www.fedbizopps.gov. Notifications of any changes or amendments to the solicitation shall be made only on the Internet. It is therefore the Contractor's responsibility to check the Internet site daily for any posted changes to the solicitation's plans and specifications. Solicitation plans and specs may be accessed from: http://www.neco.navy.mil/ when available and bidders are advised to register at this website. An official plan holders list will be maintained on line and can be printed from the website. Bidders are advised that all contractors are required to register in the DOD Central Contractor Registration (CCR) Database. Failure to register in the CCR makes a bidder ineligible for award.
