- This announcement constitutes a Notice of Proposed Contract Action (NOCA) for a non-competitive follow-on acquisition for the Airborne Broadcast Intelligence and Combat Track II (ABI/CTII) System Production to be negotiated with McDonnell Douglas Corporation, A wholly owned subsidiary of the Boeing Company, 15059 Conference Center Drive, Chantilly, VA 20151-3802, for the purpose of extending the current ordering period for three (3) years from the current end date of 26 June 2009 to 26 June 2012. This action is being accomplished non-competitively based on 10 USC 2304(c)(1), as implemented by FAR 6.302-1, because the supplies or services required by the agency are available from only one responsible source. The contract extension is to provide continued support of CTII Production, with the current contractor to include the procurement, integration, and testing of all components and materials necessary to deliver operational CTII Systems to the user. Since the ABI system is scheduled for disposal there will be no further production of the ABI system. The current ceiling of $49.3M will remain unchanged. The CTII system uses worldwide-capable, military controlled relay satellites to transmit GPS positions, two-way message text, and small text and/or imagery files via an encrypted, near real-time, burst communication scheme. CTII is an enhanced Time-Division Multiple Access (TDMA) system that can serve hundreds of users per dedicated narrow-band or shared wide-band channel per continent.Please submit responses via e-mail to diane.oneil@hanscom.af.mil, heidi.bosinger-waldron@hanscom.af.mil and scott.frank@hanscom.af.mil no later than 2:00 PM EDT, 20 August 2009. This synopsis is for planning purposes only, and does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP). Nor does its issuance restrict the Government as to the ultimate acquisition approach. The information you provide will be evaluated to identify qualified potential offers. ESC will not release to any firm, agency, or individual outside the Government, any information marked with a proprietary legend without the written permission from the respondent. The Government will not pay for any information received in response to this synopsis, nor will the Government compensate a respondent for any costs incurred in developing the information provided to ESC. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offers, potential offers, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.
