- RECOVERY This project will be funded by the American Recovery and Reinvestment Act of 2009 (ARRA) and is subject to the requirements of the act. Improving the energy efficiency of concession employee and visitor lodging at Stehekin will reduce energy consumption, energy costs, and greenhouse gas emissions. This contract is to upgrade six NPS-owned buildings with energy-efficient doors, windows, and lighting and heating technologies. Doors will be replaced with insulated, code compliant fire-rated, ENERGY STAR-qualified doors; windows will be replaced with ENERGY STAR-qualified multi-pane windows; water heaters will be replaced with high efficiency gas or electric types (demand or tankless are acceptable); incandescent lighting fixtures will be replaced with fluorescent or LED fixtures; thermostats will be replaced with programmable units; and wall furnaces will be replaced with ENERGY STAR-qualified furnaces or heat pumps. A site visit is recommended prior to submitting your offer. All work will be performed under a single Firm-Fixed Price construction contract subject to the Davis-Bacon Act. In accordance with FAR 36.204, the estimated magnitude of this construction project is between $100,000 and $250,000. PROJECT LOCATION: Stehekin is located at the head of Lake Chelan, 55 miles from the town of Chelan, WA, within Lake Chelan National Recreation Area. The only access is by public passenger-only ferry, barge, private vessel, or float plane from Chelan. The work site is close to the boat dock. Contractors are advised that barges run infrequently and it is recommended that Contractors verify scheduled runs and costs, or cost of charter runs, with the barge company before submitting an offer. Some tools and materials may be sent on the passenger ferry. SOLICITATION DETAILS: This is a best value procurement open to business concerns of all sizes. The NAICS code for this project is 236118 and the small business size standard is $33.5 million, average annual gross receipts for the past three years. The electronic Request for Proposals will be available on approximately August 11, 2009, at www.fbo.gov and http://ideasec.nbc.gov. In order to download the solicitation, interested vendors must register at http://ideasec.nbc.gov. No hard copies of the solicitation will be mailed or issued. It is the contractor's responsibility to check the NBC internet site for any posted changes to the solicitation. The Government reserves the right to cancel this solicitation. Prior to award the successful offeror must establish and/or maintain an active registration at http://www.ccr.gov and complete the online representations and certifications at https://orca.bpn.gov. RECOVERY CLAUSES AND INFO: In addition to the usual FAR clauses the following clauses will apply to the solicitation and subsequent contract: FAR 52.203-15 W histleblower Protection, FAR 52.204-11 ARRA Reporting Requirements, and FAR 52.225-21 through 52.225-24 Buy American Act requirements.
