- Description
- This is a pre-solicitation notice for a services contract for the monitoring, maintenance and repair of four (4) water system and three (3) small wastewater collection systems at Amistad National Recreation Area in Del Rio, Texas. The primary purpose of this contract is to meet and attain state and federal compliance requirements for safe drinking water and the safe and effective treatment of wastewater. The public water systems (PWS) regulated by the Texas Commission on Environmental Quality (TCEQ) are located on National Park Service (NPS) land at the following locations; Pecos, Sub-district (TCEQ PWS ID#2330048), Diablo East, Sub-district (TCEQ PWS ID #2330032), Governors Landing, Sub-district (TCEQ PWS ID #2330043) and Rough Canyon, Sub-district (TCEQ PWS ID #2330033). In addition to the water systems there are three small wastewater collection systems located at Pecos, Diablo East and Rough Canyon that must also be monitored and maintained in accordance with TCEQ regulations. Public water systems in Texas are governed by both the TCEQ and NPS regulations; TECQ regulations are located in Section 30 of the Texas Administrative Code (TAC) and carry the full weight of federal law. The contractor will provide the necessary qualified and skilled labor to adequately maintain the water and wastewater systems year round. The contractor or his representatives must posses a "C" Groundwater License and "D" Wastewater License issued by the Texas Commission on Environmental Quality at the time the contract is awarded. These license requirements are critical to federal and state compliance and must be maintained at all times during the term of the contract. The solicitation will be posted to http://www.fedbizopps.gov on or about August 18,2009. The applicable NAICS code for this acquisition is 221310 and the small business standard is $7 million. The Government anticipates award of a firm fixed price contract (Basic year plus four (4) options) as a result of the solicitation. The solicitation may be downloaded from FedBizOpps, since copies of the solicitation will not be available for mailing. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in FAR Part 15 for Best Value Trade Off. Selection will be based on price and past performance with price being equal to past performance. The Government will not provide written paper copies of the solicitation. Potential offerors must register on FedBizOpps in order to receive notification(s) and/or changes(s) to the solicitation. Offerors must be registered with the Central Contractor Registration (CCR) at www.ccr.gov in order to receive a Government contract award.
