- The Alabama Air National Guard located at Dannelly Field ANG, Montgomery, Alabama and the USPFO for Alabama intends to issue an Invitation for Bids (IFB) to award a single, firm fixed-price contract for construction services, non-personal to provide for all labor, transportation, new and current materials, tools, parts, equipment, appliances, supplies, services, permits, insurance and supervision necessary to perform and complete the renovation of the Building 1316 in accordance with plans and specifications. PROJECT NUMBER FAKZ092007 The renovations are to a portion of the building to meet heightened security standards equal to JAFAN 6/9. The work will include upgrades to walls, security, doors, HVAC, electrical and communications systems. The existing finishes in affected spaces will be replaced with new standard office finishes. Project includes, but not limited to mechanical and electrical, site work to include parking areas and lighting, connection of data and communications devices, fire extinguishers, exercise areas, snack area and office areas. Magnitude of the project is between $500,000.00 and $1,000,000.00. Failure to submit a bid on all items shall result in rejection of the bid. Construction/contract completion time is anticipated to take approximately 160 days from notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236210. The size standard is $33.5 million. This action is being procured on a TOTAL SMALL BUSINESS SET-ASIDE basis in accordance with the FAR 19.502-2. All responsible small business firms may submit a bid. The tentative date for issuing the solicitation is on-or-about August 17, 2009. The tentative date for the pre-bid conference is on-or-about August 25, 2009 at 1:00 p.m. local time at the Birmingham ANG Base Civil Engineering Office with site inspection to follow. All interested contractors are encouraged to attend and should be aware of the requirements for admission to the base. The solicitation is scheduled to close on-or-about September 16, 2009. Actual dates and times will be identified in the solicitation. The solicitation and associated information (minus the plans and specifications) will be available from the EBS website http://www.nationalguardcontracting.org/Ebs/AdvertisedSolicitations.asp. All contractors and subcontractors interested in this project must register at this site. The plans and specifications will be available only from the FedBizOpps website on-line at http://fedbizopps.cos.com. No telephone requests will be accepted. Interested bidders as well as plans rooms must be registered in the DoD Central Contractor Registration (CCR) database. Firms can register via the CCR Internet site at http://www.ccr.gov or by contacting the CCR Information Center at 1-888-227-2423. Interested bidders are also required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR MPIN in order to log in to the Online Representations and Certifications Application (ORCA) website.
