- This solicitation is being advertised as a noncompetitive sole source solicitation as provided under FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Bureau of Reclamation (Reclamation) has a requirement for the replacement of Butterfly Valve Seals at Hoover Dam. This includes the purchase of licenses, seal materials, installation materials, and technical support for replacing the stationary rubber seals in the 14-foot diameter butterfly valves at Hoover Dam Units A1, A4, A8 and A9. These seals provide isolation of water pressure between Lake Mead, at 250 psi, and the turbine areas in the powerhouse. The butterfly valve seals to be purchased are only manufactured by Hartman Valve Corporation, located in Saint Louis, MO, under U.S. Patent #6,202,983B1, "Valve Seal Structured to Prevent Circumferential Slippage." The NAICS for this action is 332911 Industrial Valve Manufacturing with a small business size standard of 500 employees. Award is anticipated in September 2009. The period of performance is anticipated to begin October 6, 2009 and complete approximately October 30, 2009. The resulting contract will be firm fixed price. All responsible sources may submit a capability statement, proposal or quotation by August 14, 2009 which shall be considered by the agency. The contract award information will be posted on the Federal Business Opportunities (FBO) website at www.fedbizopps.gov. The Justification for Other Than Full and Open Competition will be made available for public inspection as required by FAR 6.305. Questions may be submitted to Denise L.
