Description
The Naval Medical Logistics Command intends to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract with four options years on a sole source basis (IAW FAR 6.302-1) with Fenwal Incorporated, One Baxter Parkway, Deerfield, Illinois 60015, as the only source that can provide sterile containment and collection devices to the Naval Medical Center San Diego, California. Specifically, the sterile containment and collection devices shall contain the additive solution AS1. Fenwal’s modified needle offers the following characteristics that meets the requirements of the NMCSD: Strict raw material specification optimizes blood flow dynamics, Cross-linked silicon for lubrication provides donor comfort, Modified heel-blasting and electro-polishing process provide good blood flow and minimize QNS (Quantity Not Sufficient), Strict manufacturing process specification provides consistent needle performance. The Naval Medical Center San Diego is Food and Drug Administration licensed for the Fenwal blood bags containing AS1 only. Specifically, the contractor shall provide: - Samplok Access Device for use with BPU and BPU w/filters (Catalog number A100645) - RS-2000 with Fenwal Express system, Double 500 mL w/ CPD/Adsol; Y Sampling Site (Catalog number 4R3307E) This acquisition is being conducted under simplified acquisition procedures (IAW FAR 16.5). There are no set-aside restrictions for this requirement. The intended procurement will be classified under North American Industry Classification System (NAICS) 325412 with a Small Business Size Standard of 750 employees. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement. However, parties interested in responding to this notice will need to submit technical data sufficient to determine capability in providing the same product. All capability statements received within 15 days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Capability statements shall be submitted by email only as a MS Word or Adobe PDF attachment to Shannon Lertora at Shannon.Lertora@med.navy.mil. Statements are due by COB 18 August 2009.
