Description
The National Cancer Institute (NCI), Genetic Epidemiology Branch (GEB), Division of Cancer Epidemiology and Genetics (DCEG); plans to procure Genome-wide DNA methylation analysis of lung cancer in Genetics and Environment in Lung cancer Etiology (EAGLE) study, with University of Southern California; Keck School of Medicine; 1441 Eastlake Ave., NOR6420; Los Angeles, CA 90089. This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR 13.106-1(b)(2) and 13.501-(a)(1)(ii) to use simplified acquisition procedures for commercial buy. The North American Industry Classification System Code is 541380 and the business size standard is $12.0M. The purpose of this requirement is to conduct methylation analysis of lung cancer and adjacent non-tumor tissue samples using Illumina Infinium technology allowing over 27,000 CpG measurements per sample for over 14,000 genes. NCI conducted the EAGLE study to identify the genetic and environmental determinants of lung cancer with the ultimate goal of improving the prevention and treatment strategies for this fatal disease. EAGLE includes over 2,100 primary lung cancer cases and 2,100 population-based age-, sex- and residence-matched controls. This study was designed to include an integrative approach of environmental, genetic, clinical, and behavioral analyses necessary to impact one of the greatest public health problems. The University of Southern California and the laboratory of Dr. Ite Laird-Offringa has established expertise in gene hypermethylation analyses, in particular as they occur in different types of lung cancer. The USC has been conducting DNA hypermethylation assays for over nine years and has developed a process for using paraffin-embedded DNA on the Illumina Infinium platform; the ability to interrogate paraffin-embedded material on the Illumina Infinium platform opens the possibility of obtaining DNA methylation data from large sample collections consisting of paraffin-embedded tissue, as those collected for the EAGLE study. In addition, the USC has many years of experience in MethyLight analysis, and has developed a quality control steps preceding Illumina Infinium analysis. The USC is the only source known to the NCI that can provide gene hypermethylation, methylation, and MethyLight analysis from paraffin-embedded, formalin-fixed samples for the EAGLE study. Period of Performance shall be from September 1, 2009 or after award, whichever is later, through twelve months. Only one award will be made as a result of this solicitation. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can meet this requirement. One (1) original and one (1) copy of the capability statement must be received in the contracting office by 11:00 a.m. ET on August 17, 2009. It is the vendor’s responsibility to ensure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. In order to receive an award, contractor must have valid, updated registration and certification in the Central Contractor Registration (CCR) and the Online Representations and Certifications Application (ORCA).
