- THIS SPECIAL NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY. This procurement is a total Service Disabled Veteran Owned Small Business (SDVOSB) set-aside and will ONLY be competed among our existing VA Sierra Pacific Network (VISN 21) Indefinite Delivery Indefinite Quantity (IDIQ) Contractors. VA261-C-0415 Joseph Murphy Construction VA261-C-0412 KOO Construction VA261-C-0422 Patriot Construction VA261-C-0419 Pulliam Construction Company VA261-C-0540 SDV-East LLC VA261-C-0419 SF & Associates VA261-C-0418 Total Team Construction A Request for Proposal will only be issued to the above mentioned IDIQ Contractors and a contract will be awarded to the selected IDIQ Contractor to perform the following requirements: A.Background & Project Overview: The Northern California Health Care System, Martinez Ca property is a combination of general office space, a modified high bay storage area, and a mixed content storage area. Per NFPA 13, occupancies, which are decidedly not Extra Hazard or Light Hazard, should be considered Ordinary Group 2. Extra Hazard occupancies provide the most severe fire conditions and challenges to sprinkler systems. EH occupancies include those utilizing hydraulic machinery, flammable and combustible liquids, or where gases or fine dust are present or being stored. Severe obstructions (non-structural) to ceiling sprinkler discharge, which may keep water from reaching all areas in the coverage region, also contributes to EH conditions. By classifying acceptable usage in this narrative, this facility could prevent and mitigate these types of occurrences and save on the design and material cost associated with having to meet Extra Hazard protection requirements. Intuitively, the facility appeared to be housing remedial and transient storage, thus causing it to not be classified as Light Hazard. Because of the unknown type, supervision and length of storage it appears that the greatest value to this facility is to classify it as Ordinary Hazard. B.General Intent : The intent of this project is to provide all labor, materials, equipment and services required for complete installation of a new fire protection sprinkler system in Building 29 at McClellan Park and other associated work. The NAICS Code for this construction project is 238220 with Small Business Size Standard of $33.5 million. The magnitude of construction for this requirement is between $100,000 and $250,000.
