Description
On February 13, 2009, the National Aeronautics and Space Administration (NASA)Headquarters released the NASA Research Announcement (NRA) entitled "ResearchOpportunities in Space and Earth Sciences (ROSES) 2009, NRA Number NNH09ZDA001N. The purpose of this synopsis is to establish the announcement of the ROSES programelements (described as Appendices to the NRA) that are to be funded under the AmericanRecovery and Reinvestment Act (ARRA). In addition, this synopsis announces a correctionto the June 25, 2009 and July 9, 2009 postings for the first (and likely only) plannedROSES ARRA funded program element. The two URLs corrected under this announcement are:(http://prod.nais.nasa.gov/cgi-bin/eps/synopsis.cgi?acqid=135903 )and(http://prod.nais.nasa.gov/cgi-bin/eps/synopsis.cgi?acqid=136208 ).Both postings were for the Earth System Science Pathfinder (ESSP) Program. The programelement is entitled, ESSP Venture-class Science Investigations: Earth Venture-1. Forboth prior postings, the title of the NAIS announcements should have read, Recovery Act- Research Opportunities in Space and Earth Sciences- 2009 and the proper CFDA Numberfor each should have been stated as 43.AAA. All other information provided in the twoESSP Venture-class Science Investigations: Earth Venture-1 announcements (other thanthe NRA/solicitation numbering issue that follows) remains unchanged. All parties areadvised that the electronic posting system used to post NAIS and FBO announcementsrequires that a slight change be made to the ROSES NRA Solicitation Number in order toadd ARRA funded program elements. The ARRA ROSES NRA Solicitation Number isNNH09ZDA001N-1. All Appendices soliciting proposals that will be ARRA funded will beidentified using the number NNH09ZDA001N-1. As such, the new program element ESSPVenture-class Science Investigations: Earth Venture-1 will be added as Amendment #9,Appendix A.39, under NNH09ZDA001N-1. The Solicitation Number for the original (non-ARRA Funded) ROSES NRA remains asNNH09ZDA001N. The synopsis announcing the original ROSES NRA Solicitation NNH09ZDA001Nand announcements for its non-ARRA funded projects and topic areas will continue to bepublicized on the following URL: http://prod.nais.nasa.gov/cgi-bin/eps/synopsis.cgi?acqid=133508 The Full Text versions of both the ARRA Funded and Non-ARRA Funded ROSES NRA ProgramElements will continue to be accessible by opening the NASA Research Opportunitieshomepage at http://nspires.nasaprs.com/ and then linking through the menu listings"Solicitations" to "Open Solicitations." The ROSES NRAs solicit proposals for supportingbasic and applied research and technology across a broad range of Earth and space scienceprogram elements relevant to one or more of the following NASA Research Programs: EarthScience, Heliophysics, Planetary Science, and Astrophysics. Both the ARRA Funded and Non-ARRA Funded ROSES NRAs cover all aspects of basic andapplied supporting research and technology in space and Earth sciences, including, butnot limited to: theory, modeling, and analysis of SMD science data; aircraft,stratospheric balloon, and suborbital rocket investigations; development of experimenttechniques suitable for future SMD space missions; development of concepts for future SMDspace missions; development of advanced technologies relevant to SMD missions;development of techniques for and the laboratory analysis of both extraterrestrialsamples returned by spacecraft, as well as terrestrial samples that support or otherwisehelp verify observations from SMD Earth system science missions; determination of atomicand composition parameters needed to analyze space data, as well as returned samples fromthe Earth or space; Earth surface observations and field campaigns that support SMDscience missions; development of integrated Earth system models; development of systemsfor applying Earth science research data to societal needs; and development of appliedinformation systems applicable to SMD objectives and data. Proposal due dates shall remain the same as established under the original ROSES (i.e.,starting on May 1, 2009, and continue through April 30, 2010). Electronically submittedNotices of Intent to propose are requested for most program elements Electronicsubmission of proposals is required by the respective due dates for each program elementand must be submitted by an authorized official of the proposing organization.Interested parties are reminded that all NRA proposals must be submitted electronicallyvia NASAs proposal data system, NASA Solicitation and Proposal Integrated Review andEvaluation System (NSPIRES) (http://nspires.nasaprs.com/ ). Until further notice,proposers will be unable to submit proposals intended for NASA through Grants.gov.Every organization that intends to submit a proposal in response to this NRA must beregistered with NSPIRES. Such registration must identify the authorized organizationalrepresentative(s) who will submit the electronic proposal. All principal investigatorsand other participants (e.g. co-investigators) must be registered in NSPIRES regardlessof submission system. Potential proposers and proposing organizations are urged to accessthe system(s) well in advance of the proposal due date(s) of interest to familiarizethemselves with its structure and enter the requested information.
