Description
The U.S. Army Corps of Engineers, Philadelphia District intends to solicit and award under the authority of FAR 15, Contracting by Negotiation to procure one new crane for delivery to USACE, St. Paul District in accordance with the government specifications and drawings. The Army Corps of Engineers, Marine Design Center, MDC, is issuing this Request For Proposals, RFP, to procure and contract all services, Engineering and Design, Construction, Testing and Delivery, associated with the acquisition of a NEW CRANE to be installed in a fixed location on an existing barge platform. The completed vessel will be a Floating Crane to be operated by the Corps of Engineers St. Paul District, Minnesota. The St. Paul District has decided to purchase a new crane to operate from the deck of an existing barge, to perform the lifting functions involved in placing and removing the bulkheads that allow lock dewatering. The major lift requirement in the mission of this new crane is 150,000 lbs at a radius reach of 65 feet radius, from the center of rotation of the crane. The crane shall be delivered with ABS certification as a Shipboard Crane. The contractor shall offer its best delivery possible. Place of performance and the delivery location to be determined. The Government intends to award a contract on the basis of Best Value. A RFP will be issued on or about 09 July 2009 and the closing date for receipt of quotes will be 11 August 2009. The intent is to issue a firm fixed price purchase order to a firm who presents the best value to the government. There will be four evaluation factors, Technical Merit, Price, Management and Past Performance. The government will award a contract resulting from the solicitation to the responsible offeror whose proposal, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Solicitation documents, plans and specifications will only be available via the Federal Business Opportunities, FBO, homepage located at www.fbo.gov. Registration for plans and specs should be made via FBO Internet homepage. Hardcopies will not be available. It is the contractors responsibility to monitor FBO for any amendments. Also, contractors who receive a federal contract of $25,000.00 or more are required by legislation to submit an annual VETS-100 Report on your employment of targeted veterans. Information on submitting your report may be obtained by calling 703-461-2460 or by accessing the following Internet web site: http://vets.dol.gov/vets100/. All contractors must be registered in the DODs Central Contractor Registration, CCR, system at http://www.ccr.gov.
