Description
The Federal Aviation Administration (FAA) has a requirement for contractors to refurbish existing elevator and provide twelve (12) months of maintenance at the FAA's Air Traffic Control Tower (ATCT),Richmond, VA in accordance with Scope of Work and other information provided. Richmond ATCT is located at the Richmond International Airport, 5701 Gulfstream Road, Richmond, VA. This work may require the existing elevator to be out of service for the duration of this contract, estimated to be from four (4) to eight (8) weeks after Notice to Proceed. This work will require close coordination with FAA personnel to minimize disruption to the FAA workforce and visiting personnel and provide the contractor with building access at the various floor levels (as required) throughout the project. Contractors shall provide at their expense all supervision, labor, equipment, supplies, etc., necessary to accomplish the Scope of Work. All companies submitting proposals must be registered and active in the Central Contractor Registration (CCR) Data Base. This RFO is open to all contractors that meet our requirements. All companies submitting an offer on this project must have an active business address and phone number for a minimum of one (1) year prior to award and be within a one hundred (100) mile radius of the FAA Facility located at Richmond International Airport, Richmond, VA. An Office within the 100 Mile Radius must be maintained for the duration of this contract. When requesting this RFO, please use this number, DTFAEA-09-R-ELERIC. North American Industry Classification System (NAICS) Code is 238290. Offers will be evaluated in accordance with the SIR. Evaluation Criteria include Past Performance, Financial Capability, Insurability, and Lowest Price. The Government will make a single award to the responsible offeror whose offer conforms to the requirements and terms and conditions, and is considered to be the lowest price, technically acceptable proposal. A Mandatory Site Visit can be requested by Prospective Offerors to inspect Air Traffic Control Tower at Richmond International Airport, Richmond, VA 23250. All Site Visits shall be arranged for the week of August 17, 2009. SIR will be issued on August 03, 2009. Closing Date for receipt of Proposals is 4:00 PM, EST on September 09, 2009. All companies who meet the above requirements may fax their request to Mr. Frederick Lockridge, Fax No. (718) 995-5685 or E-mail their request to Fred.lockridge@faa.gov. Request must be on company letterhead showing the address within the one hundred (100) mile radius. All other requests will not be accepted. No phone requests will be accepted. Map Quest will be the tool used to determine distance between company addresses and the facility. This Notice is for informational purposes for Minority, Women-Owned and Disadvantaged Business Enterprises: The Department of Transportation (DOT), Office of Small and Disadvantaged Business Utilization, has a program to assist small businesses, small businesses owned and controlled by a socially and economically disadvantaged individuals, and women-owned concerns to acquire short-term working capital assistance for transportation-related contracts. Loans are available under the DOT Short Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $750,000.
