Description
The National Cancer Institute (NCI) Division of Cancer Epidemiology and Genetics (DCEG) plans to procure on a sole source basis analysis to measure genomic global DNA hypomethylation with Johns Hopkins University (JHU), Sidney Kimmel Comprehensive Cancer Center; 1650 Orleans Street, Baltimore, Maryland 21231. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106-1 (b)(1). The North American Industry Classification System Code is 621511 and the business size standard is $13.5M. Only one award will be made as a result of this solicitation. Period of performance shall be at award through 12 months. The purpose of this requirement is to study and evaluate genomic global DNA hypomethylation in relation to colorectal cancer risk measuring LINE 1 promoter hypomethylation. Recent studies have measured LINE 1 hypomethylation status in genomic DNA using peripheral blood, and correlated hypomethylation status with increased cancer risk. It is important to confirm or refute previous case-control findings using pre-diagnostic samples such as those collected in the PLCO Trial. Johns Hopkins University, Sidney Kimmel Comprehensive Cancer Center is the only known source, to the NCI, that developed and validated the COMPARE (Combination of methylated DNA precipitation and methylation-sensitive restriction enzymes) assay. This is a highly amenable to high-throughput, 96-well plate analysis and can be used to rapidly determine the quantitative methylation patters and require relatively small amount of input genomic DNA. This method is required for consistency regarding the ongoing study at JHU. At the present time, there is no other known laboratory that is equivalent for reasons of assay validity and DNA resource prevention. This notice is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. Contractor shall provide one (1) original and one (1) copy of the capability statement. Capability statements must be received in the contracting office by 11:00 AM ET August 17, 2009. It is the contractors’ responsibility to ensure all questions have been received in the contracting office. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted. No faxed or emailed capability statements will be accepted. In order to receive an award, contractors must be registered and have valid certifications in the Central Contractor Registration (CCR) and the Online Representations and Certification Application (ORCA).
